Abstract
This paper examines the main issues of the Nordstream-2 (NS-2) gas pipeline construction project which connects Russia and Germany, and systematically analyses the strategic positions of relevant countries such as Russia, Germany, and the United States by applying SWOT analysis. Key issues related to NS-2 are as follows. 1) “Local energy security and economic interests”; 2) “Impact of sanctions against Russia from the United States and other countries”; 3) “The relationship between EU energy sovereignty and international law,” etc. This concludes that the NS-2 gas pipeline construction project is fundamentally inevitable in terms of ‘energy security’ and ‘economic interests,’ and that there is a conflict of interest in regional and geopolitical terms between public and private entities directly or indirectly participating in the project. The NS-2 construction project clearly shows the differences in strategic positions of the relevant countries, and will remain a very useful precedent case that can be used as a reference for similar energy infrastructure construction projects around the world in the future.
