Abstract
(Background and Purpose) Diverse types of street facilities such as street trees and lights, signal lights, and bus stops are installed on the street to ensure safety and convenience of pedestrians and drivers. Although there are national level standards such as 「Road Design Standard」, 「Sidewalk Installation and Management Guideline」, and others related to street road design, these standards can be considered to be drafted mostly for the benefit of motorists, cyclists, and pedestrians. However, there are facilities that are installed in a disorderly manner and without a standard that take over the sidewalk secured for pedestrians, thus encroaching upon effective width for walking and damaging the streetscape from a scenery perspective. The purpose of this study is to solve these problems by installing a barrier zone. (Method) First, this study identifies the legal definition of the road where facilities are installed, and the installation standards and guidelines related to the design of roads currently in use in Korea. Among them, this study identifies the existence of the contents related to the facility installation. Secondly, the study distinguished the current status pertaining to the installation of facilities on roads in Korea from three aspects: space, usage, and scenery. The study then carried out research on the integrated design and installation of street facilities in advanced nations for comparison purposes. Thirdly, the need for the adoption of an obstacle zone is highlighted as a measure for solving the road-related problems caused by indiscriminate facility installation. Lastly, the study presents detailed installation standards for the definition of barrier zone and standards for barrier zone installation, type, installation location, effective width, and facility installation. (Results) As a means to solve these problems, this study recommends separating spaces for sidewalks and facility installation by creating a separate barrier zone where all types of facilities can be installed from an initial stage of design. Barrier zones can be a realistic measure to prevent the encroaching of facilities on space for pedestrians and improve streetscapes. (Conclusions) For most of the roads in Korea, the effective width of the sidewalk for pedestrian safety is not secured due to facilities that are installed indiscriminately. A barrier zone is an effective method for solving this problem. Active adoption of the concept of the barrier zone can secure aesthetic harmony and safety from a pedestrian viewpoint. From a civic perspective, it can produce positive results by improving the streetscape. Furthermore, in order for the concept of the barrier zone to become established nationwide, this study recommends the development of legal standards for installing barrier zones for the direction of future studies.
