지금까지 보통교부세의 산정과정에서 인센티브기능이 보정과 재원형평화에 미치는 영향을 분석·평가했다. 그 결과를 요약하면 다음과 같다.
Abstract
】This paper aims to look at the possible problems and disturbances which may be resulted in under current incentive system of the ordinary local share tax. Currently, the standardized fiscal needs and fiscal revenue are estimated based on certain instrumental variables. It is, however, shown that due to incentive items, the amount of ordinary local tax could be over-or under-estimated. And empirically, looking at panel fiscal data of local governments during the period of from 2002 to 2004, I examine the problem caused by incentive items the model is tested. The empirical methods used are fixed effect and random effect models. Based on the empirical result and a simple model, I suggest a remedy to this problem.
