지방재정투자사업 타당성조사 시 지방공공재의 시장영역 설정: 수원수목원 조성사업을 사례로

비시장적･무형적 서비스를 창출하는 지방재정투자사업에 대한 총편익은 국가재정사업과는 달리 조건부가치측정법(CVM)을 적용하여 얻어지는 표본 지불의사의 측정과 아울러 수혜자 집단의 지리적 범위를 정하는 시장영역의 설정 또한 중요하다. 사업주체인 지방자치단체의 행정구역을 시장영역으로 보는 것은 과소 혹은 과다 측정의 가능성이 있다. 본 연구는 도시공원 내에 수목원이 추가적으로 조성되는 수원수목원 조성사업 타당성 조사의 일환으로 수행된 CVM 설문조사를 통해 수집한 일월공원의 방문경험 자료를 바탕으로 지역별 여행비용접근법을 적용하여 사업대상지로부터 30km이내를 시장영역으로 설정하였다. 나아가서 목표 모집단을 정의하기 위해 시장영역 내 수혜자들을 CVM 설문의 지불주체인 18세 이상의 주민들 중 잠재적 방문자들만 포함하거나 또한 지불주체는 아니지만 방문가능성 높은 어린이들을 포함하였다. 개인별 지불의사는 같더라도 시장영역과 수혜자들이 어떻게 정의되느냐에 따라 수원수목원 조성사업에 따른 연간 총편익은 최대 7배 이상 차이가 나는 것으로 나타났다.
Abstract
Benefits for local public investment projects that generate non-market and intangible services may be measured as the sum of the willingness to pay (WTP) for beneficiaries of target population. Unlike the preliminary feasibility study for the national public project, benefits of local public goods depends on the scope of geographical extent of market of beneficiary group as well as individual WTP estimates obtained by applying the conditional valuation method (CVM) in the feasibility study of the local investment project. Treating the administrative districts of local governments as the extent of market has possibilities of either underestimate or overestimate of total benefits. This study applied a zonal travel cost method and empirically estimated the extent of market for the Suwon arboretum to be within 30 km from the Ilwol Park. The Ilwol park visitation data, which is currently operated as a urban park, was obtained in the CVM survey which was conduced as a part of the feasibility study. Furthermore, to define the target population which includes the beneficiaries within 30 km from the Ilwol park, we used two different types of beneficiary groups-potential visitors who are aged 18 or older and potential visitors of all residents including children, Although applying the same individual WTP, the estimates of annual total benefits of the Suwon Arboretum project differed more than 7 times according to how to define the target population.
