This study measured the efficiency of public budgets with application to the fire budgets of nationwide sixteen fire headquarters in Korea from 2008 through 2009 using bootstrap data envelopment analysis, and then analyzed the determinants of the efficiency using truncated regression analysis. The mean of bootstrapped bias-corrected efficiency scores in 2008 showed to be 86.44%, while the mean of those in 2009 indicated to be 88.98%. And the population of provinces exercising jurisdiction over fire headquarters has a negative influence on the efficiency scores of fire budgets, whereas fire equipments have a positive effect on it. The implications of this paper are as follows. First, bootstrap data envelopment analysis should be used to analyze the efficiency of public budgets. Second, truncated regression model needs to be utilized to examine the factors affecting the efficiency scores. Third, the outputs of fire services would be included to evaluate the efficiency of fire budgets. Fourth, actual budgets multiplied by bootstrapped efficiency scores could be set as target budgets to enhance the operational efficiency of inefficient fire budgets.

Abstract
