영국의 영케어러 지원정책 및 체계 현황 분석을 통한 한국 영케어러 정책에의 시사점 탐색

연구 목적: 이 연구는 영국의 영케어러 지원정책 및 체계 현황을 분석하여 우리나라에 적용할 수 있는 영케어러 정책을 도출하고자 하였다. 연구 방법: 정책사례연구를 통해 영국의 영케어러 법령 및 지원정책을 검토하고, 영케어러 지원체계를 정부, 학교, 지역사회로 구분하여 분석하였다. 연구 내용: 영국의 영케어러 정책 변천과정과 정부, 학교, 지역사회 등 지원체계별 역할을 시기별로 구분하였다. 결론 및 제언: 영국은 법 개정을 통해 영케어러의 정의, 이들의 조기 발견과 전환기 지원을 위한 중앙 및 지방 정부의 역할을 법률로 규정하였고 학교 내 조기 발견 및 인식 제고를 위한 교직원 교육을 지원하며, 지역사회의 자선단체를 지원정책의 실질적인 전달체계로 적극 활용하고 있다. 본 연구결과는 가족돌봄 아동･청소년이 지역사회 구성원으로 성장할 수 있도록 지원하기 위해 법적 정의 및 조기 발견과 전환기 지원을 위한 실질적인 정책 수립을 위한 정부 차원의 적극적인 노력을 강조한다.
Abstract
This study aims to derive the policies that could be applied to Korea by analyzing the current status of the UK’s young carer support policy and system. Through the policy case study, this study reviewed the legislations and support policy for young carers in the UK and analyzed the support systems by dividing into government, schools, community. The UK amended the existing Acts to legally define young carers and to stipulate the role of central and local governments in early detection and transition support. In addition, it supports school staffs education for early detection and awareness in schools, and actively utilizes local charities as a practical delivery system for support policies. This study emphasizes active government efforts to establish legal definition and practical policy establishment for early recognition and transition support to support young carers to grow into community members.
