북한 연구는 연구자가 연구 대상에 대해 가지는 시각과 관련하여 여러 논쟁을 거쳐 왔다. 과연 남한 연구자가 북한에 대해 자신의 정치적 성향이나 이념적 가치를 완전히 배제한 연구가 가능할 것인가라는 연구의 객관성 문제가 이런 논쟁의 중심을 차지하고 있었다고 해도 과언이 아닐 것이다. 다시 말해 이 논쟁에는 정전협정 60주년을 맞는 한반도에서 아직도 끝나지 않은 분단과 전쟁이라는 폭력적인 갈등 현실이 그대로 반영되어 있다. 그러나 이런 현상은 북한 연구에 국한된 것만은 아니다. 세계 여러 갈등 지역에서 진행된 연구 가운데 많은 사회 과학자들은 자신들의 연구가 가치중립적이라고 주장해 왔다. 그러나 대부분의 경우 이런 연구들도 의식적이든 무의식적이든 결국 연구자의 가치가 숨겨진 채로 전면에 드러나지 않을 뿐, 이에서 자유로울 수는 없다는 비판이 계속되어 왔다. 이 논문의 목적은 북한 연구에 대한 평화학적 접근의 가능성을 탐구하는 것이다. 평화학은 폭력적 갈등 상황에서 완벽한 객관성을 추구하는 것은 거의 불가능하다고 주장한다. 오히려 지나치게 완벽한 객관성의 추구는 현재 존재하는 폭력적 가치를 정화하는 부작용을 낳을 수도 있다. 따라서 이를 극복하기 위해 평화학은 평화라는 가치를 명백하게 드러내는 비판적 연구를 제안한다. 평화학은 연구 대상에 대한 과학적 탐구뿐만 아니라, 이 연구 대상에게 평화가 어떤 의미인지를 연구함으로써, 연구 대상이 처한 폭력적 갈등 현실을 비판적으로 바라본다. 이런 연구를 위해 평화학은 다양한 학문 방법론을 수용하고, 국제관계학, 정치학, 사회학, 경제학, 인류학, 교육학, 심리학, 철학, 신학, 자연과학 등 여러 학문들의 관점을 공유하는 학제 간 연구를 추구한다. 이 논문은 이런 평화학의 접근방식이 한반도의 갈등 현실과 분리될 수 없는 북한이라는 학문적 연구대상을 보다 잘 이해하는 데 도움을 줄 수 있으며, 한반도에서 포괄적인 평화구축 전략을 개발하는 데 공헌할 수 있을 것으로 전망하고 있다.
Abstract
There has been much controversy over whether the real motivation for North Korean studies in South Korea can be purely academic, rather than political or ideological. It seems questions of objectivity cannot be divorced from issues concerning the research on North Korea due to the protracted history of conflict on the Korean peninsula. Koreans are still officially at war. The term, North Korea, itself, reflects the realities of the Korean conflict. However, this phenomenon is not limited to North Korean studies. Even though several social science research projects, conducted in conflict affected societies, have been declared to be value-free, the values and assumptions of the researchers tended to be hidden in their work, whether consciously or not. The purpose of this paper is to explore the possibilities of a peace studies approach to the field of North Korean studies. Peace researchers claim that efforts to reach perfect objectivity are almost always doomed to failure in the context of violent conflicts and could only justify the existing valuation of violence. Instead, they suggest a critical approach, which is clearly value explicit with a positive valuation of peace. Peace studies examine not only the subject, but also the meaning of peace for the subject. In doing so, it embraces a variety of research methods and seeks inter-disciplinary studies, including international relations, political science, sociology, psychology, economics, education, anthropology, law, theology, technology and natural science. This paper argues that this Peace Studies approach can be useful to better understand North Korea as a research subject and to contribute to developing comprehensive peacebuilding strategies on the Korean peninsula.
