김정은 시기 기후변화 담론 변화 분석 『로동신문』에 나타난 성과 정당화와 한계

초록

2018년과 2019년 폭염과 가뭄, 태풍 피해를 겪으며 북한의 식량 사정은악화됐다. 2019년을 기점으로 북한 『로동신문』에서 나타난 기후변화 기사 수가 급증했고 이후 내용도 일부 변화를 보였다. 그렇다면 김정은의기후변화 담론 변화는 무엇을 의미하는가? 본 연구는 2019년을 기점으로 변화하는 북한의 기후변화 담론을 확인하기위해 『로동신문』의 관련 보도 내용을 텍스트마이닝으로 분석한다. 2019 년 기후 관련 기사 수가 급증했고 내용은 서방의 책임을 강조했다. 이후에는 국내 피해에 대한 대처 담론으로 전환하며 김정은의 리더십을 강조하고국내 중요 사안으로 변화시켰다. 그러나 기후변화 대응에 충분한 자원 투입을 기대하기 어려운 현실에서북한은 기후변화 담론을 기후변화에 적극적인 대응보다 김정은 자신의성과 정당성 약화 방어를 위한 정치적 담론으로 활용하고 있다고 평가된다. 권위주의적 환경주의 방식을 적용한 북한이 차후 국가 위기에서 기후대응을 빌미로 동원과 통제를 강화할 가능성도 간과할 수 없으며, 한편으로 북한의 기후변화 대응의 이중성을 보이는 사례다.

Abstract

North Korea was seriously affected by natural disasters. Starting in 2019, the discourse on climate change in North Korea’s ‘Rodong Sinmun’ showed some changes in the number of articles and contents. Using text mining techniques on Rodong Sinmun articles since 2019, this study analyzes the meaning of Kim Jong Un’s climate change discourse. North Korea emphasized developed countries’ responsibility for climate change at the same time as the number of climate-related articles increased in 2019. Since then, it has shifted to a discourse on coping with domestic damages, emphasizing Kim Jong Un’s leadership, and changing climate change into an important domestic policy issue. Along with this, North Korea placed climate change response at the top as one of its important domestic issues and implemented authoritarian environmentalism under the leadership of Kim Jong Un. However, rather than actively responding to climate change, North Korea is using climate change discourse as a political mechanism to defend against the weakening of the regime’s performance legitimacy. In the end, North Korea, which has strongly adopted an authoritarian environmentalist method, will strengthen its mobilization and control of the people.
