한국 현대사는 민족주의의 역사이며 한국은 민족주의의 나라로 일컬어 질 정도로 민족주의는 한국사회 전반에 널리 퍼져있다. 흔히 민족주의는 인종적 요인, 역사적 문화적 요인을 공유하는 민족구성원의 동질성으로 인해 사회통합을 가져오는 것으로 여겨진다. 그러나 실제로 민족주의가 사회에서 작동하는 방식은 민족주의의 다원성과 모순된 양면성을 보여준다. 이 글은 그런 점에서 우선 민족의 구성이나 민족주의의 형성에 관해 제기된 여러 이론들을 본원주의, 구조주의, 구성주의, 포스트모더니즘으로 나누고, 민족주의가 어떻게 다원성을 띠고 있는지, 그리고 다원적 민족주의에 내포된 양면적 모순은 무엇인지를 찾으려 했다. 이 검토를 통해 이 글은 민족주의가 사회적 통합과 함께 분열을 초래하기도 하고, 개인의 자유를 가져오기도 하지만 억압하기도 하고, 폭력을 수반하기도 하지만 타자에 대한 관용성을 가지기도 하며, 보편적 가치에 기반하기도 하지만 전통의 특수성을 띠기도 함을 찾아내고 이러한 양면성이 민족주의에 어떻게 내포되어 있는지를 논의했다. 이론적 논의에서 근거하여 이 글은 한국사회에서 나타난 민족주의의 독특성과 이 독특성을 가져온 원인에 대해 검토했다. 해방이후 민족주의가 반공주의와 독재체제에 결합되면서 지배담론으로서의 민족주의는 국가주의의 형태로 바뀌어 왜곡되어갔다. 그 결과 민족주의의 양면성 가운데 사회의 통합보다는 분열이, 개인의 자유보다는 억압이, 타자에 대한 관용성보다는 폭력성이, 그리고 보편적 가치보다는 전통의 특수적 가치가 전면으로 부상했다. 배타성과 억압과 폭력성을 강화시키는 민족주의 이러한 변형은 인종과 민족, 국가 사이의 불일치를 완화하기보다는 오히려 심화시켜 왔고, 이에 따라 극심한 저항과 대립을 가져왔다. 저항담론으로서의 민족주의에는 지배담론으로서의 민족주의가 가진 반대의 특징들이 나타난다. 정치적 이념에 따른 배타성을 넘어 민족을 하나의 유기적 통합체로 만들려는 시도, 개인에 대한 억압을 해소하며 보편적 가치에 기반한 자유민주주의 체제를 구축하려는 시도, 타자에 대한 폭력성을 넘어 관용성으로 새롭게 민족의 범주를 규정하려는 시도들에서 민족주의는 전혀 다른 모습을 드러낸다. 한국의 현대사에 나타난 민족주의의 독특한 특징은 역사적 우연성의 결과로 이해되어야 할 것이다. 이 우연성의 출발점은 인종과 민족 그리고 국가의 불일치였다. 식민지배에서 해방됨과 함께 분단체제가 구축되면서 이들 사이에 불일치가 나타나기 시작했다. 분단체제 속에서 민족주의는 반공주의와 결합되고 더 나아가서는 독재체제와 결합되었다. 이러한 결합은 민족주의의 논리 속에 필연적으로 내재된 결합이 아니라 역사적으로 형성된 우연적 조건이 만들어 낸 것이다.
Abstract
This paper intends to uncover contradictory elements of nationalism by investigating various discourses on nationalism as espoused by such pioneering scholars on the subject as Ernest Gellner, Anthony Smith, Benedict Anderson, Tom Nairn, and Rogers Brubaker, among others. By classifying their theories of nationalism into four categories – promodial, structural, constructivist, and post-modern – this paper aims to identify the multiplicity of nationalism, which originates from the fact that nationalism is advocated and strengthened by various social actors with heterogeneous motives and purposes. The multiplicity of nationalism includes four dichotomies along which nationalism can vacillate: social integration vs. disintegration, individual freedom vs. repression, violence vs. tolerance, universalism vs. particularism. Unlike the conventional belief that nationalism generally encourages social integration, individual freedom, violence, and particularism, it may also accompany the opposite trend depending upon social situations in which it works. Based on these theoretical discussions, this paper also endeavors to detect the peculiarity of nationalism in Korea in the modern period. Ever since Korea was divided into North and South following liberation from colonial rule, the divergence between the nation and the state have made the ruling elites of South Korea develop a statist nationalism with elements of social disintegration, exclusion and repression, violence, and particularism. In contrast to this kind of nationalism, opponents to the political rulers devised their own version of nationalism with opposite characteristics. It was historical coincidence that nationalism as a ruling ideology showed this peculiarity, which arises from its accidental connection with the dictatorial regime and economic developmentalism during the Syngman Rhee and Park Chung-hee periods.
