서애 유성룡의 정치활동과 임란 극복

유성룡의 정치적 생애는 20～30대의 언관으로서 경연에 참여하여 군덕(君德)을 보필하던 기간과 30대 후반, 40대 초의 중견관료로서 국가정책의 집행에 참여하던 시기, 그리고 40대 후반 이후 의정(議政)으로서 임금을 도와 국가정책을 결정하던 기간의 3단계로 나누어 볼 수 있다. 그 중 임진왜란은 그의 50대로서 원숙한 정치적 기량과 그의 정치적 역량이 축적되어 있던 시기였다. 임진왜란 직전 조정의 정치적 상황은 정여립 옥사문제로 서인, 남인, 북인 사이에 갈등이 심하였다. 이런 상황은 임란을 만나서도 별로 개선되지 않았는데 전쟁 초기 서인 윤두수가 정국을 이끌 당시에 서애는 평안도도체찰사로서 군비의 마련과 평양성 수복에 힘썼으며 도성 수복 후 영의정으로 임명되면서부터 전란이 종료될 때까지 약 6년간 수상으로서 전쟁을 총지휘하였다. 그러기 위해서는 무엇보다도 정국안정과 관료들 역량의 결집이 최우선적으로 필요하였기 때문에 서애는 붕당의 색목에 크게 구애되지 않고 인재를 적재적소에 발탁하였다. 그 결과 당색을 달리한 서인 윤두수나 성혼, 신흠, 이항복 등으로부터 국정의 협조를 얻을 수 있었고 특히 이정암으로부터는 명나라가 강요하는 일본과의 강화에 도움을 받았다. 한편 북인들에게서도 일정한 협조를 받기는 했으나 강경명분론을 주장하는 북인 내의 정인홍 일파로부터 주화오국으로 배척을 받기도 하였다. 그러나 7년 동안의 전란기간동안 유성룡은 밖으로는 일본군과 싸우면서 안으로 명에 대한 지원과 함께 민생의 구제를 책임져야 하는 다난한 국무를 수행하기 위하여 조정의 화합과 결속을 유지하고 이를 통해 중지(衆智)를 모아 그런 국무를 성공적으로 수행하였던 것이다. 임진왜란을 만나 서애의 군사적 능력은 물론 이를 뒷받침하는 정치적 능력 또한 평가되어야 할 것이다.
Abstract
Political life of Ryu Sung-Ryong(柳成龍) can divide wage by 3 steps of time that decide degree and country policy by time, time that take part in execution of country politics as main body bureaucracy, being in mourning that take part in politics by Eongwan. It was time that his mellowed political skill has been accumulated when is Hidyoshi's Invaion of Korea in 1592. While political situation of government just before Hidyoshi's Invaion of Korea in 1592 is spindle that is other people who to Jeongyeorip black hole problem three be, discord was serious. This situation was not improved Hidyoshi's Invaion of Korea in 1592 happens, when Yun Du-Su(尹斗壽) that war early three be guides political situation, Seoae helped in preparation of armaments and Pyongyangsung(平壤城) reclamation as Pyeongandodochechalsa. After capital city is reclaimed, he took the supreme command of war as prime minister between about 6 years until war is ended getting into being in mourning. Because political situation stability and concentration of bureaucracies capacity need preferentially to do, Seoae was not courted greatly to faction and selected competent person in right man and right place. He could get statutory cooperation from Yun Du-Su, Sung Hon(成渾), Sin-Heum(申欽) Lee Hang-Bok(李恒福) etc. that is three that differ political party consequently. And specially, received help in reinforcement with Japan that Ming dynasty forces from Lee Jeong-Am(李廷馣). In the meantime, received fixed cooperation from Bukins but received rejection from underwear Jeong In-hong(鄭仁弘) faction which spindle that insist Strong justification is by Juhwaoguk(主和誤國). But, Yuseongryong should fight with Japan army, and should receive assistance to person as suffering 7 years' war. Also, achieved various government authorization business of and so on that must take the responsibility relief of public welfare successfully gathering government's binding together and public discussion.
