해사안전감독관 제도의 개선방안에 관한 고찰

최근 선박검사, 안전관리체제심사, 항만국통제 등과 같은 기존의 해양안전관리 제도에 추가하여 해사안전감독관 제도가 도입되어 관련 업계의 주목을 받고 있다. 이 제도는 항공, 철도 등 다른 교통분야의 안전감독 제도를 벤치마킹하면서, 종전의 사후적 감독 체제에서 탈피하여 사전 예방적 감독체제를 구축하기 위해 도입된 것이다. 그렇지만, 해사안전감독관 제도는 신규 도입에 따른 여러 가지 긍정적 측면의 효과에도 불구하고 현재의 제도 운용상 고려되어야 할 문제들이 존재한다. 이 논문에서는 해사안전감독관 제도의 원만한 정착을 통한 효과적 해사안전관리를 위하여 채용 자격요건의 다양화, 임용 및 근무여건의 안정성 강화, 기존 해양안전 업무와의 역할 조정 등 발전적 개선방안을 제시하였다.
Abstract
Recently, in addition to the existing maritime safety management scheme such as ship survey, safety management system audit, port state control etc, maritime safety supervisor system was adopted in Korea maritime safety section, which is under the attention from the related industries. This maritime safety supervisor system is to reform previous post-supervison system in order to establish proactive supervison system with benchmarking other advanced safety supervision system in similar traffic sections, especially the aviation safety inspector and the railway safety inspector. However, there are some practical issues to be considered in the process of implementation in spite of the positive aspects in this newly launched system. Therefore, this paper suggests some constructive improvement options for the effective maritime safety management and smooth enforcement of the maritime safety supervison; diverse qualification requirements, secure employment and stable working conditions, and reasonable adjustment of duties with other present maritime safety sectors.
