항만안전제도에 관한 비교연구- 한국과 일본의 제도를 중심으로 -

Abstract

The risk of maritime accidents in ports is high, damage occurring from these accidents can be very serious. In an effort to reduce the likelihood of accidents and to minimize the damage of those that occur, many of the advanced maritime nations have adopted a specialized safety system for their ports. In this paper, a general model of port safety is introduced. A comparative discussion of this model as it relates to Korean and Japanese ports follows. In brief, the results highlight the similarity of the Japanese port safety system to the model while the Korean experience as being very different. The author suggests that one way to positively modify Korea's model is to adopt a Harbor Master system. Another positive outcome could be reached by separating the security side of the port from the commercial side, thereby allowing port safety experts to work with more freedom which will increase the overall efficiency and operating function of the port.
