본 연구는 인도네시아에서 한류의 확산과 반한류 담론의 특성을 분석하여 지역적 맥락을 고려한 한류 정책 방안을 제시한다. 국내외에 거주하는 인도네시아인 10명을 대상으로 심층 인터뷰를 실시하여 한류 수용 특성과 반한류 담론을 분석하였다. 연구 결과, 반한류 담론은 세 가지 측면에서 나타났다. 첫째, 지역문화 소멸과 국가정체성 훼손에 대한 우려이다. 둘째, 세계 최대 무슬림 국가로서 한류 콘텐츠와 종교적 가치 간의 충돌 문제이다. 셋째, 한류 팬덤의 과도한 소비문화로 인한 경제적·사회적 부담이다. 이를 바탕으로 네 가지 정책 방안을 제시한다. 첫째, 할랄 인증 드라마 제작 지원과 종교적 감수성 검토위원회 구성이다, 둘째, 한-인니 공동제작 펀드 조성과 기술 전수 프로그램 운영이다, 셋째, 팬덤 문화 건전화를 위한 자율 규제 시스템과 미디어 리터러시 교육이다, 넷째, 정치적·종교적 변화 모니터링 시스템 구축이다. 본 연구는 한류의 지속가능한 발전을 위해서는 현지 사회의 문화적, 종교적, 경제적 맥락을 고려한 정책적 접근이 필요함을 시사한다.
Abstract
This study analyzes the Korean Wave's expansion and anti-Korean Wave discourse in Indonesia through in-depth interviews with 10 Indonesians. The research identifies three aspects of anti-Korean Wave discourse: concerns about local culture extinction and national identity damage, conflicts between Korean Wave content and religious values in the world's largest Muslim nation, and economic-social burdens from excessive fandom consumption culture. Based on these findings, four policy measures are proposed: halal-certified drama production support and religious sensitivity review committee establishment, Korea-Indonesia co-production funds and technology transfer programs, autonomous regulation systems for healthy fandom culture and media literacy education, and monitoring systems for political-religious changes. This study suggests that sustainable Korean Wave development requires policy approaches considering local cultural, religious, and economic contexts.
