현재 연합연습 비용분담 기조는 미군이 모의지원을 제공하고, 한국군이 비용을 분담하는 체계이지만 한국군은 독자적 연습체계를 구축하여 전시작전통제권 전환 이후 연합연습은 물론 한국군 합동전 연습을 주도하여야 한다. 현재 한국군의 독자적 연습모의체계가 제한적이지만 독자적 연습모의체계가 완성되는 2009년 이후에는 현 한미 연합연습 비용분담 기조를 미군 모의지원, 한국군 비용분담에서 자국군 모의지원 개념으로 변경되어야 할 것이며 한국군은 미군과 비용분담 협상을 위한 새로운 전략을 수립해야 할 것이다. 이에 대비하여 현재 개발중인 한국군 모의모델의 완성을 위한 추진방향을 제시하고 새로운 비용분담 협상 전략에서 한국군의 강점과 약점을 잘 이해하여 한국군의 이익을 최대화할 수 있는 방안을 제안한다.
Abstract
In the current combined exercise cost sharing, the US supports simulation and the ROK reimburses cost. However when wartime OPCON is transferred from CFC to ROK JCS, ROK Armed Forces should lead the combined exercise for combat readiness posture for ROK defense. We should modify the conception of combined excercise cost sharing. For that, we suggest a plan for applying combined excercise cost sharing to prepare for the alteration of the combined exercise simulation system. In this paper, we propose a realistic approach for the construction of ROK simulation models and maximizing ROK interests by better understanding the negotiation strategies regarding the cost sharing of combined exercises.
