본 연구는 2.13 핵합의 이행이 동북아 국제협력질서에 미치는 영향을 분석･전망해 본 것이다. 향후 북핵 문제는 파국보다는 위기에 대한 대응 능력을 키워가는 과정에서 해결될 가능성이 높다. 무엇보다도 북한과 미국의 현재 입장이 핵 위기를 증폭시킬 수 있는 행동 선택의 가능성을 좁히고 있는 것은 물론 북미간 맞대응시 동북아 전체가 무력충돌의 소용돌이에 휘말릴 우려가 있기 때문이다. 또한 2.13 핵합의는 9.19 공동성명에 대한 최소한의 이행강제적 성격도 지니고 있다는 점이다. 2.13 핵합의가 이행될 경우 동북아 국제협력 질서는 변화가 예상된다. 우선 비정상적인 국가들간 관계 청산으로 인하여 새로운 국가관계의 태동이 예상되고, 이의 연동 효과로써 역내 국가들간의 정치, 경제를 비롯한 군사･안보적 측면에서의 관계 재조정이 예상된다. 다음으로, 2.13 핵합의는 동북아 다자안보협력체 형성 가능성을 높이고 있는 점에서 역내 안보협력 질서상의 변화도 예상된다. 특히 다자안보협력체는 현행 양자안보협력체의 결함을 보충하는 측면에서 그 기능이 강조될 수 있으며, 이에 따라 기존의 양자안보협력체는 새로운 안보협력 환경에 맞는 기능과 역할을 모색하게 될 것이다.
Abstract
The fulfillment of the 2.13 Nuclear Agreement is expected to lead to the changes in international cooperation order in Northeast Asia. First, the dissolution of abnormal international relations may give birth to new international relations, thus reorganizing the intra-regional relations in political, economic, military and security terms. Second, any change may occur in intra-regional security cooperation order in that the Agreement raises the possibility of forming the multilateral security cooperation regime in Northeast Asia. Especially, the multilateral security cooperation regime may experience the reinforcement of its functions in a way that complements the defects of the existing bilateral security cooperation regime. Accordingly, the existing bilateral security cooperation regime will seek its functions and roles that correspond to new security cooperation environments.
