병영생활 전문상담관제도의 효과성 분석 및 발전방안 탐색

본 연구의 목적은 2005년부터 군내 사고예방을 위해서 도입된 병영생활 전문상담관제도를 상담이용자(병사)와 상담제공자(전문상담관), 그리고 관리자(인사실무자, 대대/중대 지휘관) 측면에서 분석하여 제도의 효과성을 분석하고 차후 발전방향을 제시하는 데 있다. 연구결과는 다음과 같다. 첫째, 상담이용자(병사)의 경우 전문상담관제도 운영에서 구조적 측면보다 기능적 측면에서 더 만족하는 것으로 나타났다. 또한 상담 이후 ‘군 생활 스트레스’가 유의미하게 감소하였으며, 특히 상담 횟수 3~5회에서 스트레스가 가장 크게 감소하였다. 둘째, 상담제공자와 관리자 간 전문상담관제도 운영에 대한 인식의 차이를 비교한 결과 전문상담관들은 상담활동에 대한 여건이 불비하고 전문성 함양에 필요한 슈퍼비전이나 교육훈련이 부족하며, 근무지원 여건이 낮은 것으로 보고하였다. 마지막으로 연구를 통한 정책발전사항과 제한점에 대해 논의하였다.
Abstract
The purpose of this study was to comprehensively analyze “The Military Life Special Consultant System” operated since 2005 to prevent the in-camp accidents from three perspectives; users (soldiers), consulting service providers (special consultants), and managers (officers in charge of personnel affairs, and company/battalion commanders). The study, thereupon, suggests the ways to improve the military life special consultant system. The results of this study can be summarized as follows; First, soldiers were more satisfied with functional aspect than structural aspect. In addition, it was found that the consulting services had relieved soldiers’ “military life stress”, particularly much after three to five rounds of counseling. Second, as a result of analyzing the differences of perception of the military life special consultant system between special consultants and managers, it was found that the special consultants perceived that the conditions for their counseling activities were poor, and supervision and education/ training were insufficient to develop their professionalism. In addition, they felt that they were not being supported enough from military organizations. Finally, the matter of policy and limitations of this study were discussed.
