군 상담의 개념적･조직적 체계 구축 방안 연구

본 연구는 군대 내 조직에서 군 상담의 개념적 체계, 조직적 체계를 구축하기위해 델파이방법으로 연구한 것을 기초로 효율적인 군 상담의 발전방안을 모색해 보았다. 델파이 조사 1차와 2차를 종합하여 관련요소별 평균값, 최빈값과 그비율, 내적타당도비율(CVR)을 제시하였다. 군 상담의 조직적 체계를 구축하기위해 군 상담의 정의, 군 상담의 기능 및 역할, 군 상담의 대상과 범위, 군 상담에서 문제의 영역과 형태를 파악하였다. 군 상담의 개념적 내용을 중심으로 정의를목적, 대상, 수단, 방법, 최종상태 등으로 구성하였으며, 기능과 역할을 문제해결상담, 사고예방상담, 발달상담, 인적자원개발 상담으로 세분화하였고, 대상과 범위를 병사 위주에서 간부, 군인가족, 이성친구 등으로 확대 적용하는 것이 타당한 것으로 나타났고, 군 상담에서 다루어야 할 문제의 영역을 개인적 요인, 가정적 요인, 부대적 요인, 기타 요인으로 구분하고 문제 형태를 세분화하여 연구하였다. 또한 군 상담의 조직적 체계를 구축하기 위해 군 상담 인력과 그들의 역량,군 상담업무를 관장하는 전문 직위 및 사회적 자원 활용에 대한 내용으로 조사하였다. 군 상담 인력으로 동료집단, 리더집단, 군내 전문집단, 군외 전문집단으로범위를 설정하였으며, 상담인력이 직책을 수행할 수 있도록 제대별･개인별 갖춰야 할 역량에 대해 제시하였다. 또한 군 상담의 전문직위 신설이 핵심적인 과제라고 판단하였으며, 이를 위한 어떤 직위를 어떻게 신설하는 것이 타당한지 그리고 전문 직위자의 역할은 무엇인지에 대한 연구 결과를 제시하였다. 마지막으로본 연구를 통해 향후 군 상담이 나아가야 할 발전적인 방안을 제시하고 시사점과한계에 대해 논의하였다.
Abstract
In order to establish a conceptual and organizational system of military counseling,efficient methods to advance military counseling were considered based on delphisurveys. The results of the 1st and the 2nd delphi surveys were put together to givethe average, the most frequent value and the ratio and the content validity ratio(CVR)of each relevant factor. The research includes clarifying the definition, function androle, targets and scopes, and types of problems in military counseling. In the conceptuallevel, the definition includes purpose, targets, methods, and anticipated resultof the counseling. The function and role were subdivided into problem solving, preventionof accident, development counseling and human resource development. Theresearch showed that expanding the targets of military counseling is advisable, fromenlisted men only to officers, military families and friends of opposite sex. The problemareas were divided into personal, family related, barrack life related and others. In the organizational level, to evaluate the performance of military counseling system,military counseling personnels and their performance, control system of military counselingand utilization of non military resources were investigated. In addition to militaryworkforce competencies, presented a study of the professional positions and socialresource utilization.
