오바마 행정부의 신안보구상은 반테러반확산 기조를 유지하는 가운데 미국의일방주의보다는 국제협조체제를 구축하는 데 역점을 두고 있다. 국방정책에 있어서는 그동안 추진해 온 군사변혁의 세련화를 실천하려고 할 것이며, 재래식전면전과 비정규전 및 인도주의적 개입작전 등에 대한 균형된 시각과 대비책을강구하는 ‘균형전략’을 추구할 것이다. 이러한 가운데 동아시아 전략은 동맹과지역협력 간의 균형을 유지하고 전략(포괄)동맹을 구체화하며, 중국에 대한 협력과 경쟁을 병행하고, 북핵문제를 북한문제라는 큰 틀 속에서 해결하기 위해 매진할 것이다.
Abstract
The Obama administration’s new security intiative has been focusing on international cooperation rather than U.S. unilateralism while maintaining the central tenets of counter-terrorism and counter-proliferation. The defense policy will be looking to the sophistication of military transformation that was engineered by the previous administration. The Obama administration will be pursuing a balanced strategy emphasizing a balanced perspective and measure for conventional war, irregular warfare, and humanitarian intervention. Against this backdrop, its East Asia strategy will be centered upon the balance between alliance and regional cooperation. The strategic and comprehensive alliance, that goes beyond the Korean peninsula and Japan and is expanded to political, economic, and cultural cooperation, will be put into practice in more systematic ways. The China policy will continue to strike a balance between cooperation and compeition. The North Korean nuclear problem will be addressed under the greater picture of the North Korean question.
