국제분쟁에서 민간군사기업의 역할과 문제점 그리고 우리 안보에 대한 시사점
The roles and problems of the private military companies(PMCs) in international conflicts, and policy implications to the Republic of Korea

최근 국제분쟁에서 민간군사기업(PMCs : Private Military Companies)의 역할이 급증하고 있다. 이들 민간군사기업들은 군수지원, 기지운영, 전후복구, 교육･훈련 지원, 군사적 자문 및 직접 교전행위까지 다양한 영리활동을 수행하고 있다. 민간군사기업을 활용할 경우 국제분쟁에서 신속한 대응과 경비절감 등을 기대할 수 있다. 그러나 민간군사기업의 과도한 활용은 무력행위의 국가 독점성 원칙을 훼손할 수 있고, 해외파병에 대한 의회의 통제권한을 제한시킬 수도 있으며, 예산절감을 반드시 기대할 수 없고, 국제법적 사각지대에 놓여있다는 등 그 문제점도 적지 않다. 그러나 국제사회에서 민간군사시장의 성장은 하나의 대세가 되고 있으므로 우리나라도 국제분쟁에 대한 이해를 높이기 위하여 외국의 민간군사기업들에 대한 정보를 축적해 나가는 것이 바람직하다. 또한 국내적으로는 민간군사기업을 활용한 국방부문의 민영화도 적극 검토할 필요가 있으며, 우리나라 기업 또는 예비역 군인들도 세계 군사시장에 진입하는 것에 대해 관심을 가질 필요가 있다.
