Abstract
This article is designed to examine the survival of weak states in the post-Cold War era. A weak state is defined as a state that relies in great part on the support of a great power, and this dependence simultaneously forms the substance of a weak states’ vulnerability. In the 1990s, however, some weak states demonstrated new ways to survive without a great power. These states purchased military power from PMCs to solve their security crisis. This article examines and evaluates three cases in which weak states hired PMCs: Angola, Sierra Leone, and Croatia. PMCs created a new defensive measure for weak states and through the strength of the PMCs, weak states attained military successes. PMCs not only kept these states from collapse but gave them a short-term military advantage against their adversaries. In the long term, however, this article argues that hiring PMCs cannot be the ultimate option to cure a weak state’s vulnerability. The more a weak state hires PMCs, the greater its dependency on PMCs for defense grows. And in some cases, they still need the financial support of other states to hire PMCs. As a result, hiring PMC in fact reinforces a weak state’s vulnerability.
