카터 행정부는 이전행정부와는 달리 외교정책에 도덕적 가치를 부여하고자하였다. 이에 따라 인권정책과 무기이전 제한을 추구하였고 이는 대한정책에도적용되었다. 당시 박정희 정부는 카터 행정부의 철군정책과 인권정책으로 안보적 불안감을 느끼고 있는 상황에서 노후화된 전투기 교체를 위해 당시 최신인 F-16의 도입을 추구하였다. 그러나 결국 카터 행정부는 당초 약속하였던 F-16의대한국 판매를 철회하였다. 카터 행정부는 단순한 무기 판매로 얻어지는 경제적이익에만 매몰되어 있지 않고, 군사･전략적 고려, 지정학적 세력균형, 해당국과의 관계, 행정부의 정책 철학 등의 다양한 요인을 고려하여 최종적으로 정책을결정하였다.
Abstract
Unlike the previous government, the Carter Administration had been pursued the moral value in their foreign policy. The Carter Administration’s policy towards South Korea was no exception. Park Chung-hee government had tried to import the most advanced fighter F-16 although it was experiencing with turbulent time with the Carter Administration because of its human right and USFK withdrawal policies. The Carter administration had finally revoked the sale of F-16 as result of considering the following factors: military and strategic consideration, regional balance of power, the relationship with ROK, and the most importantly the administration’s policy philosophy.
