Abstract
This paper defines the phenomenon in which a patron state’s actions to deter an adversary do not enhance assurance as the “disconnection between U.S. extended deterrence and assurance.” This disconnection leads to alliance friction and negatively affects the effectiveness of extended deterrence. Through a case study of the NATO alliance during the Cold War, this paper argues that the disconnection between extended deterrence and assurance occurs when the ally's perception of assurance is low. Furthermore, it contends that this low perception stems from the ally’s concerns regarding strategic ambiguity, strategic stability, and America first policies within the framework of extended deterrence.
