본 연구는 국내 영상분석 감정기관의 영상 증거물 의뢰 현황을 알아보고 여러 문제점이 있는 재 촬영 영상 증거물이 높은 비율로 의뢰되고 있는 원인을 분석하여 효과적인 재촬영 영상 증거물 수집 방법 에 대해 모색하였다. 이 같은 연구를 위해 영상 증거물 수집자인 경찰관 132명을 대상으로 설문조사를 진 행하였으며, 설문 항목은 영상 증거물의 이해와 수집 영상분석과 재촬영 영상 증거물의 인식으로 구성하였다. 연구 결과 수집자는 재촬영 영상 증거물의 화질 저하 등 문제점을 인식하고 있었지만 영상정보처리기기 관리자의 협조와 기기 상태, 영상 증거물의 선별적인 수집 등의 이유로 재촬영에 의한 수집 방법 을 사용하고 있음을 알 수 있었다. 그리고 현재의 수집 실정에서는 재촬영에 의한 수집을 사용하지 않을 수 없는 것이 문제점으로 나타났으며, 재촬영 영상 증거물도 다양한 영상분석이 가능하다는 인식이 큰 것 으로 조사되었다. 따라서 재촬영 영상 증거물을 효율적으로 수집하기 위한 매뉴얼 제작 및 교육 제도적인 개선과 수집자가 효과적으로 수집하도록 도움을 주는 전용 앱을 개발할 필요성이 있다.
Abstract
This study aims to investigate the current status of image evidence requests at domestic image analysis appraisal institutions and analyze the reasons for the high proportion of re-shot image evidence, which presents various problems, to explore effective methods for collecting re-shot image evidence. For this study, a survey was conducted on 132 police officers who collect image evidence. The survey items were composed of understanding and collecting image evidence, image analysis, and perceptions of re- shot image evidence. As a result of the study, it was found that collectors were aware of issues such as the degradation of image quality in re-shot image evidence. However, the collection method through re-shot was being used due to factors such as the cooperation of image surveillance system managers, the condition of the equipment, and the selective collection of image evidence. It was found that, under the current collection conditions, the use of re-shot image for evidence collection could not be avoided, which was identified as a problem. Additionally, it was revealed that there was a strong perception that various types of image analysis could still be conducted on re-shot image evidence. Therefore, the necessity of developing a manual and providing training for the efficient collection of re-shot image evidence, as well as implementing institutional improvements and developing a dedicated application to assist collectors in effectively gathering evidence.
