정부 3.0이 발표되면서 빅데이터에 대한 중요성이 인식되고 관심이 증가하고 있다. 하지만 여러 가지 정책적·제도적인 제한점 때문에 형사사법기관에 존재하고 있는 범죄통계원자료를 바탕으로 한 빅데이터 활용은 이루어지고 있지 않는 실정이다. 본 연구는 현 정부의 정부 3.0 정책 하에 형사사법기관에서 수집·분석하고 있는 범죄통계의 원자료를 공개함으로써 가능한 활용방안을 제시하는 것을 목표로 수행되었다. 본 연구에서는 첫째, 현 정부 시책인 ‘정부 3.0’에 대해 살펴보고, 둘째, 해외의 범죄통계원자료를 중심으로 한 빅데이터 활용실태를 살펴보았다. 마지막으로, 우리나라의 범죄통계원자료의 민·관 협력방안을 살펴볼 것이다. 결론 부분에서는 범죄통계원자료의 합리적인 공개 방안과 공개된 자료를 통한 학자들의 나아갈 방안에 대해서도 논의해 보도록 하겠다.
Abstract
As ‘Government 3.0’ has been announced, there has been growing interest in the value and importance of Big Data. However, it is not easy to utilize Big Data based on the raw data of crime within the criminal justice system in Korea due to many restrictions. The purpose of the current study tries to suggest possible strategies to use Big Data, collected and analyzed by the criminal justice system in Korea under ‘Government 3.0’. This study also introduces the successful cases which are based on the crime raw data used by the police agencies in the foreign country. After that, it is suggested the possible police strategies applying to the Korean National Police Agency what would be the best way to use the existing data to develop the strategies. Lastly, this study suggests the possible government-scholar relationship as a partnership to utilize the crime-related raw data. In the conclusion part, the author suggests the reasonable policy how to open the crime-related raw data to the public under 'Government 3.0'. In addition, it is also suggested that the role of the researchers how to develop the practical use of the crime-related raw data.
