AHP 분석을 통한 경찰부패 감소방안

Abstract

The purpose of this study is to suggest improvements for reducing or eradicating police corruption. Data were collected from 30 police-related experts who were selected through reputational case selection and the collected data were analyzed using the Analytic Hierarchy Process. This data was intended to provide policy basic data for reducing police corruption in the future. The results are as follows. First, the organizational characteristic factor was the first place with 41.7%, the personal factor was the second with 35.1%, and the environmental and cultural factor was the third with 23.2% in the results of the overall relative importance analysis. Second, 52.7% of public officials' individual consciousness reforms among the factors related to personal, 46.2% of establishing a sound corporate culture among the factors related to organizational characteristics, 50.2% of improving a culture that causes corruption among the factors related to environmental and cultural factors were each ranked first in the analysis of the relative importance of the sub-factors. Third, establishing a sound corporate culture among the factors related to organizational characteristics ranked first, public officials' individual consciousness reforms among the factors related to personal ranked second, periodic integrity survey among the factors related to organizational characteristics ranked third, and improving a culture that causes corruption among the factors related to environmental and cultural ranked fourth in the analysis of the relative importance considering complex weights. The suggestions for reducing police corruption are as follows based on these findings. First, it is necessary to make continuous efforts to establish a sound organizational culture in the police organization. Second, public officials should endeavor to reform their consciousness based on the recognition that they are volunteers for the whole nation as explicitly stated in article 7 of the korean constitutional law on a personal level. Third, periodical integrity surveys should be conducted to combat the temptation to corruption and maintain integrity as public officials. Fourth, we should gradually improve corruption-inducing culture by dividing it into internal and external cultures with sufficient time.
