숙식지원대상 출소자의 심리건강척도 재범예측도구로서의 활용방안

이 연구는 출소 후 한국법무복지공단에서 보호대상자들의 대상으로 개발된 심리건강척도(KPHI)가 재범예측도구로서 활용이 가능한지 살펴보는 탐색연구이다. 특히 심리건강척도는 숙식제공 지원사업 보호대상자를 중심으로 이루어지고 있기 때문에 이들을 중심으로 하여 심리건강척도(KPHI)에 따라 저위험군, 중위험군, 고위험군의 분류가 공단의 숙식지원 사업을 받는 기간 중에 다시 범죄를 저질러 구속 또는 벌금을 받는 경험의 유무에 영향을 미치는지 로지스틱 회귀분석으로 살펴보았다. 한국법무복지공단에서 입력한 보호대상자의 자료 중 주요 변수에서 결측 값을 제외한 총 1,096명의 자료를 최종분석에 활용하였다. 연구분석 결과 저위험군의 보호대상자보다 고위험군의 보호대상자가 숙식제공 지원 사업 기간 중에 재범을 저지를 확률이 통계적으로 유의미하게 더 높은 것으로 나타났다. 이를 바탕으로 숙식제공 지원사업 기간 동안 보호대상자들의 정신건강수준과 보호수준을 향상시켜 재범예방을 할 수 있는 정책적 제언 및 심리건강척도 활용방안에 대한 후속 연구를 논의해 보고자 한다.
Abstract
The study is an exploratory study that examines whether the psychological health measure (KPHI), developed by the Korea Legal Welfare Service for the protected after being released from prison, can be used as a tool to predict recidivism. In particular, since psychological health measures are centered on those who are protected from the accommodation and meal support projects, the classification of low-risk, medium-risk and high-risk groups under the psychological health measure (KPHI) was examined as a logistic return analysis to see if they had committed crimes again during the period of receiving lodging support projects from the corporation and were affected by the existence of imprisonment or fines. A total of 1,096 data, excluding missing values, were used for the final analysis among the data of the protected persons entered by the Korea Legal Welfare Service. Research and analysis have shown that those at higher risk are statistically significantly more likely to repeat offenses during the period of the accommodation support project than those in the lower risk group. Based on this, we would like to discuss follow-up research on policy suggestions and ways to utilize psychological health measures that can prevent recurrence by improving the mental health and protection levels of the people under protection during the support project for room and board.
