경찰을 이해하기 위해서는 경찰이 활동하는 환경과 그 환경이 경찰 에 영향을 미치는 방법을 알아야만 한다. 자기 자신의 기술적 효율성 을 통하여 번창하는 경제조직과는 달리, 경찰은 옳고 그름에 대한 사 회의 느낌을 성공적으로 집행함으로써 번창할 수 있다. 이를 위해서 경찰은 자신뿐만 아니라 사회를 구성하고 있는 모든 집단까지 고려하 여야 하는 것이다. 이 연구에서는 미래 한국사회가 넘어서야할 많은 현안 과제 중 치 안환경과 관련하여 세계경제의 급격한 블록화 및 개방화가 가져다줄 사회적 혼란, 불확실한 남북관계에 따른 당면 문제, 뿐만 아니라 사회 인구 구조의 변화 및 계층 구조의 양극화에 따른 반목과 분권화 및 민주화에 대한 거센 요구를 한국 경찰이 이겨내야 할 주요과제로 제 시하고 있다. 그간 한국 경찰의 역사를 돌이켜 볼 때 한국 경찰의 발 전은 서서히 그리고 끊임없이 이루어져 왔고 그로인한 성과도 적지 않은 것으로 평가되고 있다. 한국 현대사의 격변기에서 한국경찰이 퇴 보가 아닌 성숙을 이루와 왔듯이 향후 한국 경찰의 미래도 적극적인 도전과 성찰을 통해 충분히 극복할 수 있으리라 생각한다. 특히 이러한 치안환경의 난제들을 해결하기 위한 방안으로 인간을 최우선으로 하는 경찰활동, 민주성을 존중하고자 하는 끊임없는 노력, 그리고 조화와 협력 및 능률화와 과학화의 노력들은 이러한 한국 경 찰이 당면한 상황적 위기를 기회로 만들어 내기 위한 너무나도 분명 한 전제 조건이라고 할 수 있을 것이다.
Abstract
In order to understand the police, it's necessary to get to know their working environment and how it influences the police. Unlike an economic organization that prospers based on its own technical efficiency, the police does in the manner of successfully embodying the social senses on right and wrong. For this, the police should consider not only themselves but also all groups constituting the society. In this study, not only the problems faced due to the social confusion, uncertain South-North Korean relations to be brought in by the extreme bloc and openness of the global economy but also the hostility stemming from change in social demographic structure and polarization of class structure as well as fierce demand for decentralization and democratization will be suggested as key tasks to be overcome by the police in relation to the security environment among the pending issues to be solved by the future Korean society. Going back to the history of the Korean police, their development has been achieved slowly and continuously and its related results have also been evaluated as substantial. Just as the Korean police has shown maturity rather than backwardness during the upheaval of Korea's modern history, its future is also believed to be thoroughly overcome by active challenge and reflection. Especially, as a means of solving these difficult issues, police activities placing priority on humanity, incessant efforts to respect the public, and efforts for harmony, cooperation, efficiency and scientific oriented directions are clear premises in transforming the crisis of the Korean police into an opportunity.
