Abstract

The purpose of this study is examining differences between the public and police officers' perceptions of the seriousness of sexual crimes. The data for this study were collected from proportionate, stratified sample of 300 public and police officers during 2007 in Ulsan City, South Korea. Participants were divided into two different groups: public and police officers a) for the public, participants were over 20 years of age, b) for the police officers, participants were from patrol stations in Nambu Police Department, Jungbu Police Department, and Dongbu Police Department. In this study, two different statistical techniques, t-test and ANOVA, was employed to analyze the differences between public and police officers' perception of the seriousness of sexual crimes. In this study, the public participants revealed significant differences between ages and income. For example, female participants were more likely to perceive the seriousness of sexual crimes compared to male participants. This study also demonstrated significant differences between lower income (less than 2,000,000 won) and high income (more than 3,000,000 won). However, education and age were not significant. In contrast, police officers revealed not to be significantly difference between ages as compared with the public. Female officers were more likely to perceive the seriousness of sexual crimes compared to male police officers, Especially in child sexual abuse and family sexual abuse cases. However, age and career revealed not to be significant except for some types of sexual crimes. There was a statistically significant difference among different levels of police ranks. This study also found agreement of relative order within seriousness of perceptions of sexual crimes between public and police officers. There were no differences among 18 difference sexual crimes. This study examined absolute agreement that compared the two groups from the seriousness mean scores revealed to be statically significant. Among 18 different types of sexual crimes, categorized from heavy to light sexual crime, all types of sexual crimes revealed similar perceptions of the seriousness against sexual crimes. For the public, most of the participants perceived the seriousness of all 18 sexual crimes revealed a mean score of 2.55 (SD .80). In contrast, police officers revealed a mean score of 1.96 (SD .55).
