미국과 영국의 신임경찰관 교육훈련의 특징과 함의

경찰관에 대한 교육훈련은 경찰관으로 하여금 업무수행에 필요한 지식과 기술의 향상 및 국민에 대한 봉사자로서의 민주적 신념, 태도 또는 가치관의 변화를 위한 모든 활동을 포괄하는 개념으로 볼 수 있으며, 경찰관들이 경찰목표 및 목적을 달성하는데 필요한 지식과 기술을 제공받는 기회라고 할 수 있다. 특히 매년 우리나라의 신규입직 경찰공무원의 90% 이상을 차지하며, 경찰에 입문하게 되는 신임 경찰관에 대한 교육훈련은 경찰관들이 평생에 걸쳐서 행하게 되는 직무수행에 필요한 지식과 기술, 기본적인 소양, 직무윤리 등을 처음으로 익히게 되는 과정이므로 그 의미가 크다. 이러한 맥락에서, 본 연구에서는 현재 신임 경찰관들에 대한 교육훈련의 실태를 영미법계 경찰의 대표적인 영국과 미국의 실태를 살펴 보았다. 먼저 미국 신임경찰관들에 대한 교육훈련 제도의 특징은 교과내용이 더욱 다양해지고 있으며, 교육기간은 점점 늘어나는 경향을 띠고 있다는 점이다. 또한, 현장훈련관 제도를 통해서 실제 업무의 현장적응 능력발전을 기하고 있고, 신임교육 내용이 실무 교육과 술과 교육이 중심이 되고 있다. 아울러 미국 경찰 교육훈련에 있어서 가장 큰 특징은 군대식 훈련이라는 점이다. 영국의 신임경찰관들에 대한 교육훈련 제도의 특징은 국가 정책적 수준에서 교육 프로그램을 개발하고 운영한다는 점이며, 다양한 교육훈련 서비스 제공방식을 들 수 있다. 또한, 영국경찰 교육훈련에서 중요한 특징으로는 ‘견습 제도’를 들 수 있다. 본 연구에서는 현재의 한국 신임경찰관 교육훈련 제도의 문제점 및 개선방향을 미국과 영국의 정책적 시사점을 중심으로 다음과 같이 제시하였다. 첫째, 한국의 신임경찰관 교육훈련은 미국이나 영국에 비해서 너무 단기간이라는 점이다. 경찰이라는 직종은 시민의 생명과 재산을 보호하는 업무를 수행하는 특정직 공무원이다. 이는 일반 공무원과는 다른 업무상의 특징, 예컨대 체포 및 수사, 미행 및 잠복 등의 다양한 능력을 필요로 한다. 현재 경찰청에서 검토 중인 1년을 확정하여 시행하여야 한다. 둘째, 신임교육과목이 너무 비합리적이다. 따라서 현장 실무 능력배양에 중점을 둔 실무교육으로의 전환이 필요하다. 셋째, 현장실습 시간이 너무 짧다는 점을 지적할 수 있다. 미국의 현장훈련관 제도와 같이, 현장에서의 교육을 강화할 필요가 있다. 따라서 현장실습 기간을 최장 16주로 늘려 4주씩 심도 있는 근무와 업무를 숙지할 수 있도록 조치하여야 할 것이다. 넷째, 교육훈련에 대한 엄격한 평가가 이루어져야 한다. 신임경찰관 교육훈련에 대한 현재의 형식화된 평가를 바꾸어 부적격자로 판명되는 경우에는 과감히 퇴교조치를 하는 등 엄격한 교육훈련에 대한 평가를 해야 한다.
Abstract
The main duties of policeman are to maintain public order and to prevention of emergencies. The more specialized society is, the more its people require the various role of the police. Due to different traits of police duties, the police education and training system is discriminately operating. Success of organization operation depends upon the quality of members. Therefore the police education and training system will be go far toward enhance the value of public security service hereafter. In this context, the education and training system of newly recruited police officials is an important issue because it affects their future performance as police officers on the job, especially their policing skills, perception of society, occupational ethics. This study tries to review the actual conditions and characteristics of U. S. and United Kingdom newly recruited police officials education system. and this study tries to find some lessons from them. In sum, the characteristics of U. S. and United Kingdom newly recruited police officials education system is as follows. ① considerably long education period ② diverse education curriculum and program ③ an emphasis of practice such as on the job training ④ the activation of "probation"In Korea, National Central Police Academy, founded in September 1987, purposely established to train newly recruited police officers and auxiliary police forces. All of the newly recruited police cadets participate six months of training programs in the academy; it is composed of 3 weeks of close-order drill, 17 weeks of preliminary education including continuous physical training, 4 weeks of actual on-the-job training, and other extra curriculums provided for whole 6 months. Throughout their on-board period, prospective police officers learn numerous professional skills and knowledge required to carry out their duties out on the field. The training programs here at the National Central Police Academy help all newly started policemen to cultivate the spirit of the rightness and moral judgement as public servants. This study suggested hat the Korean training of newly police officials be expanded longer and the training curriculum be more various, expanded the on the job training.
