Many automobile owners do not fulfill their legal obligations while operating automobile in violation of various laws and bring about social issues currently. These kind of automobiles are likely to be involved in various crimes. Nevertheless, there is not enough manpower to eradicate these illegal automobile and tracking, identification, enforcement illegal automobile is difficult because of institutional limitations. These include the following types of cases. First, automobile that have not fulfill the register obligation. Second, automobile that have not completed the periodic inspection. Third, driving a automobile without paying government or local governments' taxes. Fourth, driving automobile without insurance designated by law, Fifth, unauthorized abandoned automobiles. These issues should lead to another crimes. To solve these problems and to control illegal automobiles to ensure the effectiveness of the plan are as follows. First, the right to criminal investigation must be given to the general law enforcement officers and allow cancellation of registration by the governor. Second, legal penalties for illegal automobile driver should be established. Third, registration of automobile will have to clean up by tracking the automobile's owner. Fourth, joint enforcement staff should be increased and check the illegal automobile always. Fifth, automobile fuel to illegal automobiles must be restricted and reading devices should be used. Sixth, measures to protect victims by the illegal automobile should be established. Cooperation with various related organizations are also needed to ensure the effectiveness for improvement of described above.
