선형별 접안선석 운영전략에 따른 조출료와 체선료 비교 분석 － Posco사례를 중심으로 －

Abstract

The aim of study is to analyze the opportunity cost according to the ship size and berth operating strategy. In the thesis, opportunity cost means dispatch cost and demurrage cost. P Iron and steel company transports coal and iron from over sea port and it is important to reduce the sea transport cost between loading port and unloading port Pohang and Gwangyang. P Iron and steel company increases the number of large ship while ship scheduling. But it causes to increase berth congestion at the specific water depth berth owing to the draught of large ship. Demurrage cost at port increases proportion to the ship's sojourn time at port and its cost of big size ship is much bigger than that of small size ship. So to reduce the sojourn time and keep equilibrium of berth occupation, P iron and steel company enforce shifting strategy between berth. That is, while a large ship is unloading at large water depth berth and, at the same time, other large ships are waiting to come alongside that berth the ship stops unloading and move near berth. Shifting strategy effect on dispatch cost and demurrage cost of each ships. So it must be considered at the same time to reduce the sea transport cost of large ship and that ship's dispatch cost/demurrage cost at port.
