Abstract

As a theoretical background of get-tough policy of police crime control, the broken-windows theory has been applied to many countries including South Korea as well as several Western countries. Broken-windows theory insists that misdemeanor violators, who have caused social/physical disorder, need to be enforced strictly in order to prevent serious crimes. Therefore, empirical examination of the broken-windows theory would be very important. Nevertheless, empirical study on the validity of broken-windows theory in South Korea is sparse. Current study, using nation-wide crime and socio-demographic data with si-gun-gu level, examined the relationships between physical/social disorders and serious crime as the main hypothesis of broken-windows theory. Among broken-windows variables, drunken-driving violation rate showed significant positive relationships with violent crime rate as well as theft rate. Prostitution rate, as another broken-windows factor, showed a significant positive relationship with violent crime rate. There was no significant relationship between the prostitution rate and theft rate. Finally, broken empty house rate did not show any significant relationship for both violent crime and theft rates.
