우리나라는 대규모 인명피해를 수반하는 여객선사고를 반복적으로 경험하고 있으며, 사고발생시마다 정부가 새로운 안전관리대책을 수립·발표하는 상황 또한 반복되고 있다. 그러나 과적·과승, 무리한 운항, 관계부처의 미흡한 대처 등 일련의 유사한 문제들이 사고의 주요 원인으로 반복 언급되는 현실은 정부가 시행해온 여객선 안전관리정책에 근본적 취약성과 한계가 노정되어 있음을 역설한다. 이에 본 연구는 일종의 반복적 재난으로 발생한 세월호 사고의 원인을 정책집행론적 관점에서 진단하고, 나아가 세월호 사고 직후 정부가 대책으로 수립·시행하고 있는 현행 여객선 안전관리정책의 문제점을 분석하였다. 먼저 전자와 관련하여 본 연구는 정책내용, 집행조직, 외부환경 등 정책집행의 주요 요인들을 중심으로 기존 여객선 안전관리정책의 취약성을 조명하였다. 그리고 이를 세월호 사고와 연계하여 논의하였다. 한편 후자와 관련하여 본 연구는 연안 여객선사 관계자들을 대상으로 대형 여객선 사고의 원인과 현행 안전관리정책의 실효성에 관한 설문조사를 실시하였다. 조사결과는 새로운 대책으로 마련된 현행 안전관리정책 역시 실효성에 제한이 상당함을 시사하며, 본 연구는 이러한 한계를 보완하기 위한 정책적 과제를 논의하였다.
Abstract
Korea has repeatedly experienced passenger ship accidents involving large-scale casualties. In addition, the government established relevant measures whenever an accident occurred. However, situations in which overloading, overcrowding, unreasonable operations, and insufficient actions of related ministries have been pointed out as the main causes of accidents have been repeated, disproving the fundamental vulnerability of passenger ship safety management policy. In light of this, we have diagnosed the causes of major passenger accidents featuring large-scale casualties in terms of policy implementation. We concluded that there were limitations on the main factors emphasized in the policy implementation including policy contents, implementing organizations, and implementation environments. In addition, we analyzed the problems of the existing safety management policies of the passenger ships prepared and implemented by the government immediately following the Sewol-ho accident. As a part of this analysis, we conducted a survey of the causes of large-scale passenger ship accidents and the effectiveness of safety management measures for coastal passenger ship owners. As a result of the analysis, it can be argued that the existing safety management policies are limited to fundamentally fix the causes of the existing passenger ship accidents; this study discusses ways to improve the effectiveness of these policies.
