불법온라인 도박의 현황, 폐해, 그리고 대응방안에 관한 연구

5G시대를 맞이하고 있는 현실에서 불법온라인 도박은 한층 더 그 규모와 폐해가 심각해 질것으로 예상된다. 실제 불법 사행산업의 규모를 추정한 연구들은 향후 불법온라인 도박이 가장 빠르게 퍼져나갈 것으로 예상하고 있으며 이에 대한 적절한 대응 방안 마련 역시 시급함을 강조하고 있다. 하지만 현실적으로 사행산업통합감독위원회가 불법온라인 도박을 포함한 불법사행산업에 대응할 수 있는 정책적 도구는 거의 갖추고 있지 못한 현실이다. 또한 급속도로 증가하고 있는 불법온라인 도박에 대한 면밀한 연구 역시 부족한 현실이다. 이에 이 연구에서는 기존 불법온라인 도박에 관한 연구들을 종합적으로 분석하여 불법온라인 도박의 정의, 원인, 규모, 이용실태, 운영실태, 폐해 및 연구의 한계를 논의하여 정책적 대응방안을 예방 및 치료 중심으로 제시하고자 한다. 사실상 사감위는 지속적으로 경찰과의 협력방안 모색 및 특별사법경찰권 획득을 위한 법령개정 노력을 병행하고 있으나 실현가능성에 한계가 있는 실정이다. 이 같은 현실에서 현재 상황에서 불법온라인 도박에 대응하는 방안으로는 사감위 산하 한국도박문제관리센터의 도박중독자 치료 프로그램의 효과성 증대 및 인력보강 그리고 전국적인 도박예방 교육의 확대가 요구된다.
Abstract
With the 5G era approaching, illegal online gambling is expected to become even more serious in scale and harm. Previous studies estimating the actual size of the illegal gambling industry predict that illegal online gambling will spread faster in the future, and stress the urgency to come up with proper. Realistically, however, the National Gambling Control Commission(NGCC) has few policy tools to counter the illegal gambling industry, including illegal online gambling. There is also a lack of study focusing on the rapidly increasing illegal online gambling. Therefore, this study aims to comprehensively analyze existing studies on illegal online gambling. Mainly, it discusses the definition, scale, usage, operation status, harm, and limitations of illegal online gambling in previous studies. Moreover, the major purpose of this study is to present proper policy countermeasures in the perspective of prevention and treatment. In fact, the NGCC is constantly seeking ways to cooperate with the police and making efforts to revise laws and regulations to obtain special judicial police authority, but its feasibility is limited. Against this backdrop, measures to cope with illegal online gambling will call for increased effectiveness, enhanced manpower and nationwide gambling prevention education at the Korea Center on Gambling Problems(KCGP) belong to the NGCC.
