노인학대의 실태와 개선방안에 대한 고찰

우리나라는 OECD 국가 중 가장 급속하게 고령화가 진행되는 국가 중 하나이다. 노인인구의 증가에 따라 가정이나 시설에서 노인을 학대하는 사례가 계속 증가하고 있다. 2020. 6월 보건복지부에서 발표한 ⌜2019 노인학대현황보고서⌟에 의하면 65세 이상 학대행위자가 65세 이상 노인을 학대하는 노(老)- 노(老)학대는 총 2,137명이며, 전체 학대행위자 5,777명 중 37.0%며 그 비율은 2014년 1,562건에서 5년 후 대비 36.8%로 꾸준히 증가하였다고 한다. 이는 인구구조의 고령화 현상으로 학대행위자도 함께 고령화되고 있음을 알 수 있다. 이에 따라 최근 노인복지법의 개정을 통해 관련 규정들을 강화하고 있음에도 불구하고 노인학대 사례가 계속 증가하고 있는 등 대책마련이 필요하다고 할 수 있다. 따라서, 본 연구에서는 노인학대에 대한 기존의 연구들을 토대로 노인학대에 영향을 주는 변인이 무엇인가를 살펴 보고, 2019.1.1 ~ 2019.12.31까지 전국에서 발생한 노인학대 사례와 통계자료 등을 바탕으로 실증적인 측면을 알아본 후, 선진 복지국가들의 노인학대 대응방안 등과 비교․분석하면서 최근 노인학대의 현황과 특징 그리고 대응 시스템의 문제점을 진단한 후 그 대책으로 다양한 언론매체(TV, 라디오, 인터넷 등) 활용과 캠페인 등을 통해 노인학대사례를 적극 발굴, 노인학대에 대한 인식을 명확히 하여 사전에 학대위험요소를 제거, 노인학대 사례를 감소시킬 수 있는 방안을 제시하고자 한다.
Abstract
Korea is the fast population aging country such as other OECD member countries. As the elderly population increases, the number of cases of abuse of the elderly continues to increase at home or in elderly-related social welfare facilities. According to the ‘2019 Senior Abuse Status Report’ released by the Ministry of Health and Welfare in June 2020, there are 2,137 elder to elder abuse cases in which abusers and victims aged 65 or older. 37.0% were committed by elderly in total 5,777 abuse cases, and the rate steadily increased from year of 2014(1,562 cases) to 36.8%, compared to five years later. This increasing numbers shows that the aging population structure affect aging abusers. As a result, the number of elderly abuse cases continues to increase despite the recent revision of the Senior Citizens Welfare Act to strengthen related regulations. Measures need to be taken against the social problem of elder abuse. Therefore, based on existing studies on elder abuse, we studied what variables affect elder abuse. From January 1, 2019 to December 31, 2019, empirical aspects were analyzed based on elderly abuse cases and statistical data that occurred across the country. By comparing and analyzing measures to cope with elder abuse in advanced welfare countries, we recently diagnosed the current status and characteristics of elder abuse aministand problems in the response system. It was confirmed that it is necessary to actively discover cases of elder abuse through the use of various media(TV, radio, Internet), and campaigns to clarify social awareness of elder abuse by widely informing them. It is intended to propose countermeasures to eliminate the risk of abuse in advance and reduce cases of elder abuse.
