노인학대의 발생 배경과 현상 고찰: 매커니즘 분석과 제언

시대변화에 따른 취약계층으로서의 노인에 대한 각종 폭력과 차별이 날로 증가세에 있다. 단순히 노인학대 신고건수의 증가뿐 아니라, 특히 고령자에 의한 고령자 학대나 자기방임 사례의 급증과 같은 시대적 특성이 반영된 결과들이 더욱 강하게 나타나고 있다. 그럼에도 노인에 대한 학대경험과 예방적 조치는 기대와는 달리 체계적이지 못하고, 실질적인 공적 도움을 받지 못하고 있는 실정이다. 이에 노인학대 관려 사회적 인식 제고와 연구분야의 활성를 통한 기반 연구 제공의 의미에서 학대발생 이론의 기본적 고찰 및 보건복지부의 노인학대현황보고서를 바탕으로 노인학대 발생의 제영역과 배경, 그 매커니즘을 분석하고 제언하고자 하였다. 그 결과, 노인학대에 대한 기초로서의 시민교육 방안 활성화, 인프라 확충 및 사례관리체계의 고도화, 생활안전위기 차원에서의 지역사회 협력체계 활성화, 생애주기적 관점에서의 역량제고를 위한 사회지원, 노인부양 여건개선을 위한 다차원적 접근모색, 상담지원체계 견고화 구축, 상담전문인력의 배치와 자격관리 등에 대해 제언하였다.
Abstract
All sorts of violence and discrimination of the aged as vulnerable social group with the changes of the times are increasing daily. Not only an increase of the number of reported elder abuses but also results reflecting periodic characters such as elder abuse by the aged or a sudden increase of self-neglecting cases are showed stronger. However, abuse experiences and preventive measures for the aged are not systematic against all expectations, and the aged do not have practical public help. Therefore, to improve social recognition related to elder abuse and offer basic research through vitality of a field of study, the researcher is to analyze and suggest various areas, background and mechanism of elder abuse based on basic consideration of abuse occurrence theory and elder abuse status report of the Ministry of Health and Welfare. As a result, the researcher suggested invigoration of civic educational method as the basics of elder abuse, infrastructure expansion and advancement of a case management system, invigoration of a community cooperative system in living safety crisis, social support to improve capabilities in a life-cycle viewpoint, seeking multi-dimensional access to improve elder supporting conditions, establishing solidity of a counseling support system, and arrangement of counsellors and qualification management.
