Abstract

The purpose of this research is to analyze the issues that have been an obstacle to the introduction of the detective system in our country and draw up the problems, and then present a problem-specific alternative for the introduction of the detective system. In order to achieve this research objective, the legislative process for the introduction of the nation's detective system was analyzed and the issues were drawn out, and how the major countries operated on these issues. In addition, the interview survey was conducted by a group of experts, such as those in the detective industry or the related related association, to conduct qualitative analysis research using NVivo12. The introduction of each analyzed issue is summarized as follows. Based on the research results of the research participants, the main issues to be considered when introducing the detective system could be classified into 7 categories. The proportion of the number and proportion of opinions by category is the scope and qualifications of detective work: 50 (25.4%), 41 (20.9%) qualification system, 32 (16.3%) education system, 21 competent supervisory agencies (10.8%), followed by 20 legislative forms of the Detective Business Act (10.1%), 20 establishments of the Detective Association (10.1%), and 13 legislative titles (6.4%). In order to introduce the certified detective system, it was proposed to derive and propose introduction plans for seven categories: name of law, scope of work, legislative form, qualification system, education system, competent supervisory authority, and association.
