광양항의 항만공사제도 도입에 따른 효율적 운영방안에 관한 연구

광양항 컨테이너부두는 1998년 개장되어 물동량이 매년 증가했으나, 2007년부터 광양항을 둘러싼 해운·항만의 환경 변화로 물동량 증가세가 정체되고 있다. 이를 극복하기 위해 광양항에 항만공사제도를 도입하여 항만의 생산성과 서비스 향상을 통한 경영혁신이 이루어져야 하며, 항만공사가 주인의식을 갖고 좀 더 공격적인 경영과 마케팅을 수행하여 광양항의 경쟁력을 키워야 한다. 따라서 본 연구에서는 선행연구를 검토하여 서비스, 기반시설, 관리체계, 기관특성 등 4개 요인의 독립변수와 종속변수인 도입효과 요인을 도출하여 다중회귀분석을 수행하였다. 분석결과, 서비스 요인과 관리체계 요인이 도입효과에 유의하게 나타났다. 그리고 분석결과를 토대로 광양항에 출범하는 항만공사의 효율적 운영을 위한 시사점을 제시하였다. 특히, 광양항에 항만공사가 출범하면 광양항의 가장 큰 과제인 신규물동량을 창출하여 정체되고 있는 물동량 증대에 노력해야 할 것이다.
Abstract
The Gwangyang Container Terminal opened in 1998 and saw its cargo volume increase every year. However, the cargo volume has stagnated since 2007 due to the changes in the shipping industry and logistics business environment surrounding Gwangyang Port. Gwangyang Port should respond to the market by introducing a port authority system to achieve management innovation and finally improve the port's productivity and service. A port authority should have a sense of ownership and more aggressively carry out the innovative management and marketing to increase Gwangyang Port's competitiveness. This study reviewed previous studies to deduce four independent variables (service, infrastructure, management system, characteristics of agencies) and a dependent variable (effects of introduction) and carried out multiple regression analyses. The results of analyses revealed that the service factors (e.g. streamlining of port administrative service; user-oriented customized service and marketing; addition of new sea routes; improvement in the labor supply system) and the system management factors (unification of the port management system; tax, financial, and incentive support; attracting new customers and managing existing customers; nurturing port-related industries; port security) are significant in terms of the effects of introduction. The analysis results also suggested points to consider for the efficient operation of a port authority to be established at Gwangyang Port. Once launched, the port authority should first make efforts to increase the cargo volume by generating new cargos. The points to consider for efficient operation of the port authority suggested in this study should be actively taken into accounts to secure more cargo volume.
