최근 지구온난화로 북극지역의 해빙 가속화, 수에즈운하의 화물처리능력 포화가능성 그리고 벙커유 급등에 따라 북극해항로 이용 가능성에 대한 관심이 높아지고 있다. 이 같은 배경하에 본 연구는 북극해항로의 이용가능성에 대한 경제성을 실증적으로 분석함으로써 국내 해운항만산업에 대한 시사점을 도출하는데 그 목적이 있다. 이를 위해 특수쇄빙선을 투입해 북극해항로를 운항할 경우와 일반 컨테이너선을 투입하여 기존 수에즈운하를 통과하는 유럽항로에 있어서 TEU당 운송비용을 비교해 보았다. 분석결과 북극해항로에 650TEU급 DAS선박을 투입할 시 TEU당 운송비용은 1126달러인데 반해, 4300TEU급 수에즈운하를 이용할 시 TEU당 운송비용은 930달러 정도로 북극해항로에 비해 17% 정도 저렴한 것으로 나타나 운송비용측면에서는 기존항로가 더 경제적인 것으로 추정되었다. 향후 북극해항로의 통행세가 현실화되고, 기술발전에 따라 쇄빙선의 지원없이 독자적으로 북극해항로를 운항할 수 있는 대형 컨테이너선을 투입하여 운송비용을 낮출 수 있다면 북극해항로는 수에즈운하를 이용하는 기존 항로의 유효한 대체운송루트로서 충분한 가능성이 있는 것으로 판단된다.
Abstract
The Arctic Ocean is melting at an unprecedented rate which might open up the Northern Sea Route(hereafter, NSR), shortening the distance between Asia and Europe, which is up to 40% shorter than the current route via the Suez Canal. The main purpose of the paper is to investigate the economic easibility of container shipping service using NSR as an alternative route between Asia and Europe trade. At this study a double acting ship is taken as a specialized container vessel, which sailing without icebreaker assistance on NSR route. According to the empirical results, the transportation cost of 650TEU double acting ship is 1,126 USD, which is 17% higher than that of 4,300TEU general containership through Suez Canal. However, NSR route can be financially feasible to operate a shipping service on the NSR when the transit fee, especially icebreaker escort fee, are cut with at least 85% based on the current level, the fee structure is modernized and only actually services are charged, large container ship, preferably operating independent of icebreakers, are used to keep the slot costs low.
