이 연구는 합법사행산업 및 불법도박에 대한 두 경험집단 간의 주요한차이를 비교ㆍ분석함으로써 불법도박이라는 현상에 대한 보다 나은 이해와 효과적인 불법도박 대응정책방향을 탐구하는 것을 주된 목적으로 한다. 따라서 주요 인구사회학적 특성, 사행산업 및 불법도박 경험실태, 사행산업 및 불법도박에 참여하는 동기, 불법도박을 선호하는 이유, 불법도박대응정책에 대한 인식 등을 중심으로 불법도박의 유도요인과 억제요인에관한 집단별 차이를 분석하였다. 연구자료로는 2024년 10월 25일부터11월 9일에 걸쳐 강원랜드 및 부산 렛츠런파크에서 설문조사를 실시함으로써 확보한 총 1,042명의 합법사행산업 이용자 표본을 활용하였다. 분석결과, 합법사행산업 이용자 표본 중 436명이 불법도박을 경험한 것으로나타나 사행산업과 불법도박 경험은 독립적이라기보다는 중첩되는 경향이 강한 것으로 나타났으며, 참여하는 동기 또한 집단 간의 수치적 차이는존재하나 중요도의 순위가 유사한 것으로 확인되어 이러한 결과를 뒷받침하는 결과를 보였다. 이와 반대로 불법도박 대응정책의 경우 불법도박경험집단은 규제완화적 정책을, 불법도박 미경험집단은 억제지향적 정책을 상대적으로 높게 지지하는 것으로 나타나 불법도박 대응정책에 있어불법도박 경험에 따른 확연한 인식의 차이가 확인되었다.
Abstract
The main purpose of this study is to explore the direction of effective illegal gambling prevention policies and a better understanding of the phenomenon of illegal gambling by comparing the major differences between the two groups of experience in the legal gambling industry and illegal gambling. Therefore, this study analyzed the differences in the inducing and inhibiting factors of illegal gambling by group, focusing on major socio-demographic characteristics, gambling industry and illegal gambling experience status, motivations for participating in the gambling industry and illegal gambling, reasons for preferring illegal gambling, and awareness of illegal gambling response policies. The research data was obtained by conducting a survey at Kangwon Land and Busan Let's Run Park from October 25 to November 9, 2024, and using a total of 1,042 legal gambling industry users. The analysis results showed that 436 users of the legal gambling industry had experienced illegal gambling, indicating that gambling industry and illegal gambling experience tend to overlap rather than being independent. The motivations for participating in the legal gambling industry and illegal gambling also showed numerical differences between the groups, but the order of importance was similar, supporting the previous results. On the other hand, in terms of illegal gambling response policies, the illegal gambling experience group supported deregulation policies, while the illegal gambling non-experience group supported suppression-oriented policies, confirming a clear difference in perception according to illegal gambling experience in illegal gambling response policies.
