항만 민간투자사업 사업추진 방식 선정방법에 관한 연구

본 연구는 항만시설을 민자사업으로 추진할 경우 어떠한 사업방식을 선택하여야 할지 그 방안을 제시하고자 하였다. 현행 민간투자법 상에는 다양한 사업추진방식이 열거되어 있지만 현실적으로는 수익형 사업방식과 임대형 사업방식, 그리고 최근에 대두하고 있는 혼합형 사업방식으로 분류될 수 있는 점을 감안하여 항만분야 민간투자사업 추진 시 BTO, BTL, 혼합형(민자+재정) 방식 중 적절한 사업방식선정방법으로 다기준 혼합형 의사결정방식을 제시하였다. 그리고 그 세부기준을 제안하였다. 본 연구에서 제시하고 있는 사업선정방식은 의사결정나무이론과 분석적계층화법(AHP)을 혼용한 다단계 결정구조를 갖고 있는 다기준 혼합형 의사결정모형이다. 1단계에서는 대상사업시설 전체를 민자사업으로 추진할지, 아니면 혼합형(민자+재정) 방식으로 추진할지 결정하는 선정방식을 제시하였다. 그리고 전체 시설을 민자사업으로 추진하기로 결정된 경우 2단계에서는 BTO사업방식으로 추진할지 BTL사업방식으로 추진할지 선정방식을 제시하였다. 의사결정을 위한 고려요소로서 재정과 민자사업 분리 가능 여부, 사용료 부과가능 여부, 서비스 수준의 제시 등을 제시하였으며 사업의 시급성, 총사업비 규모, 재정예산 확보 가능성, 수익성 확보 가능성 등을 평가요인으로 제시하였다. 본 연구에서 제안하는 사업추진 선정방식을 활용할 경우, 타당성 조사단계에서 사업추진방식을 결정한 후, 재무성 및 적격성 분석을 통하여 특정 사업의 추진 가능성을 제시하는데 도움을 줄 수 있다. 아울러항만분야 중장기 기본계획 수립시에도 장래 시설에 대한 민간투자사업 소요규모를 파악할 수 있어 재정투입계획 수립에 도움을 줄 수 있을 것으로 판단된다. 하지만 본 모형의 활용성을 제고하기 위해서는 지속적인 관련 자료의 모니터링과 모형의 갱신이 또한 필요할 것으로 판단된다.
Abstract
Until now, all the Korean PPP projects were processed by BTO(Build-Transfer-Operate)type. But in the port project, the scale of risk in the operation period can not beanticipated beforehand. So in the case of BTO type port project, it can be difficultto attract investors. Regarding this, besides the existing BTO type, it is necessary toconsider the additional BTL(Build-Transfer-Lease) and the Mixed PPP(asmixed-type of BTO and Government Project) type, etc. in the PPP project. In this study, the model of choosing the appropriate PPP type was designed. Considering a PPP project, this study designed and suggested a model of choosingthe appropriate type among the BTO, BTL and the Mixed PPP. The model designed in this study can be called as MCMDM(Multi-CriteriaMixed Decision Model) and this model was designed using the decision tree modeland AHP(Analytic Hierarchy Process) model together. MCMDM is composed oftwo steps. The first step is choosing the appropriate type between the whole PPPtype and the Mixed PPP type. The second step is choosing the appropriate typebetween the BTO type and BTL type. MCMDM can be used in the process of feasibility study of PPP project. Firstly,the type of PPP can be determined as using the MCMDM, and through thisprocess, the financial feasibility study and VFM(Value for Money) test is performed. Moreover, the MCMDM can be used in the process of establishing the national portmaster plan. However it is necessary to monitor and update various data toincrease the usefulness of this model.
