영동지역과 항만간 연계 활성화 방안 연구

최근 영동지역은 동서남북간 교통인프라 개선, 평창동계올림픽 개최 등의 호재로 관광수요 증가 및 영동지역 경제권 활성화에 대한 기대감이 높아지고 있다. 또한 그러나 이러한 교통, 물류시설의 안정적인 확보는 제조업의 투자유치를 확대하고 관련 서비스업의 동반 성장 발판을 마련하는 데 있어 매우 중요하나, 지금까지 영동지역은 물류인프라가 부족해 제조업체의 물류 경쟁력이 낮은 수준인데 이는 제조업의 생산 및 투자활동에 부정적 영향을 미치고 궁극적으로 지역경제 발전을 저해하고 있다. 이에 본 연구에서는 기존 문헌과 인터뷰를 통해 생태환경, 경제환경, 물류환경, 관광환경 등 경제와 사회적 관점에 집중하여 항만과 영동지역의 관계를 통해 발생될 수 있는 활성화 요인을 도출하고 IPA 분석을 통해 이들 요인의 중요도와 성과도를 동시에 비교하고 분석하여 동해, 속초지역과 항만간 연계 활성화를 위해 제한된 자원의 효율적인 투자를 위한 중요한 우선 개선 영역, 지속 유지 영역, 과잉 지양 영역, 낮은 우선 순위 영역을 도출하였다. 이를 통해 영동지역 경제 활성화에 기여할 수 있는 우선 투자 요인을 제시하는데 목적이 있다.
Abstract
The tourism demand and economic revitalization in Yeongdong are expected to increase due to an improvement in the transportation infrastructure between the east-west expressway network, the Pyeongchang Winter Olympics, and development of the Donghae and Sokcho ports. The stable securement of transportation and logistics facilities is crucial for enhancing the investment attractiveness of manufacturing industries and providing a platform for mutual growth of related services. However, the lack of logistics infrastructure has reduced the competitiveness of Yeongdong’s manufacturing companies and affected production and investment activities of manufacturing industries, eventually undermining regional economic development. Based on existing literature and interviews, considering the economic and social perspectives, such as ecology, economy, logistics, and tourism environment, this study found that linking port and regional development can trigger Yeongdong's economic revitalization . Additionally, it derived the important priority field for the efficient investment of limited resources and the sustainable, overinvestment, and low priority fields through importance-performance analysis. Therefore, this study aims to present primary investment factors that can contribute to Yeongdong’s economic revitalization.
