한국 선원 해외취업의 경제적 기여, 1965-1999 -미국 선사 라스코쉬핑의 사례를 중심으로-

선원의 해외취업은 한국 해운업 성장의 밑거름이었다는 데는 이의가 없으나 그에 대한 연구나 기념사업 등은 거의 이루어지지 않고 있다. 특히 초창기 우리 선원의 해외취업을 주도했던 미국의 라스코쉬핑에 대한 기록이나 연구는 전무한 상태다. 이 논문은 한국 선원의 라스코쉬핑에의 해외취업의 현황과 외화획득액을 추정해보고자 하는 시도이다. 이를 위해 관련자들의 인터뷰와 자료 수집 등을 통해 라스코쉬핑에 취업한 한국 선원의 현황을 확인하고, 외화획득액을 추정해 볼 것이다. 연구 결과, 1965년부터 1999년까지 35년간 한국 선원 1만 4,384명이 미국 라스코쉬핑에 취업해 총 1억 7,270만달러의 외화를 벌어들인 것으로 추정되었다. 이 연구는 남아 있는 소수의 자료와 생존자들의 인터뷰를 통해 추정했다는 한계가 있다. 그러나 선원의 해외취업사에서 특기할 존재였던 라스코의 실체를 밝혀냄과 동시에 여타 해외취업선사들의 실체를 밝혀내는 작업의 시급성을 알리는 계기가 될 것이다.
Abstract
This paper aims to reconstruct the real status of Korean seafarers’ overseas employment in Lasco Shipping and to evaluate the economic contribution to the development of Korean shipping industry. To this end, section II will reconstitute the real status of Korean crews employed in Lasco Shipping through interviews and data gathering with ex-Lasco directors and managers, and section III will assess the economic contribution to the Korean society by estimating their foreign currency income. As a result of the study, it is estimated that 14,384 Korean seafarers had earned a total of US$ 172.2 million for 35 years from 1965 to 1999. This is far more than US$ 100.0 million earned by 18,993 Korean miners and nurses in Germany for 15 years from 1963 to 1977. Through this study, it will be an opportunity to uncover the real situation of Lasco Busan, a remarkable presence in the history of Korean seafarers’ overseas employment, and to urge the urgency of the work to disclose the reality of other Korean crews’ overseas employment agencies.
