항만시설사용료 감면제도가 부산항 활성화에 미치는 영향 분석

Abstract

Busan Port Authority is operating a port facility usage fee reduction system to reduce logistics costs for shipping companies, create new demand, and improve satisfaction with port services. However, improvements are required as the standards for reduction are unclear and violate the beneficiary-pays principle. This study aims to analyze the impact of the reduction system on the revitalization of Busan Port through quantitative analysis of the operation status and cargo volume creation of the port facility usage fee reduction system at Busan Port and provide basic data for preparing improvement measures. As a result of analyzing four logarithmic regression models, the increase in the reduction of port facility usage fees at Busan Port appears to be correlated with the increase in cargo volume, but when the reduction amount increases by 1%, the increase in cargo volume is less than 1%. In addition, when considering only the shipping fee reduction amount and when considering shipping fee and freight fee reduction simultaneously, shipping fee shows a different effect on creating cargo volume.
