본 연구는 내년 일몰이 다가오는 농어촌특별세 제도에서 취득세액 및 취득세감면분에 부과되는 부분에 초점을 두고 농어촌특별세의 현황, 문제점, 개선방안을 제시하고자 한다. 현행 취득세감면분 농어촌특별세는 중앙정부에 의한 지방세수의 징발, 도본청의 유인구조 악화, 그리고 지역간 세부담 역진성 초래라는 문제점을 지니고 있다. 이러한 문제들을 해결하기 위해서는 중앙정부가 스스로 천명한 본세로의 흡수･통합 방안이 가장 합리적이다. 만약 또다시 농어촌특별세법을 연장할 정치적 필요성이 있다면, 취득세 감면분에 대한 농어촌특별세만이라도 취득세라는 본세로 통합하는 것이 본 제도의 취지에 부합하는 길일 것이다.
Abstract
There has been an on-going argument for restructuring Special Rural Development Tax, which is an earmarked surtax on some national and sub-national taxes, as it is approaching sunset next year. Focusing on the portion of acquisition tax and acquisition tax reduction in the special tax system, this study is aimed to analyze the status, problems, and policy changes for its improvement. The special surtax has problems such as the transfer of regional tax revenue to the central government, the worsening of the incentive structure of provincial governments, and the regression of tax burdens between regions. The optimal solution is for the central government to integrate the special surtax and the various taxes that are utilized as a tax base. If there is a political need to extend the special tax law once again, it will be in line with the main purpose of the special surtax system to integrate the special surtax on acquisition tax reduction into the main tax, the acquisition tax.
