지방자치단체의 농업･농촌 지출이 농업분야 성장에 미치는 영향

초록

본 연구는 2008~2022년 동안 지방자치단체의 농업･농촌지출이 농업분야 성장에 미치는 영향을 분석하였다. 지역농업 분야의 성장을 측정하기 위한 경제지표로는 생산지표인 농림수산 GRDP와 소득지표인 농업소득을 사용하였다. 이를 위해 도 단위로 패널자료를 구축하고, 재정지출의 경제성장 탄력성을 추정할 수 있는 모형을 수립하였다. 재정지출의 내생성 문제를 고려하기 위해 Blundell-Bond의 시스템 GMM 추정방식을 사용하여 하였으며, 추정한 탄력성을 이용하여 농업･농촌지출의 지역별 재정승수 변화를 살펴보았다. 분석결과 지방자치단체의 농업･농촌지출이 농림수산 GRDP와 농업소득에 미치는 영향은 상이한 것으로 나타났다. 지방자치단체의 1인당 농업･농촌 지출은 1인당 농림수산 GRDP에는 유의한 영향을 미치지 않았으나, 1인당 농업소득에는 유의한 정(+)의 영향을 미치는 것을 확인하였다. 농업소득에 대한 농업･농촌지출의 재정승수는 시간이 지남에 따라 감소하는 것으로 나타났다. 지방자치단체 농업･농촌지출의 농업관련 지역경제 효과를 증대시키기 위해서는 생산지원과 공적이전지출의 성격이 혼재되어 있는 농업･농촌지출을 지출 성격별로 명확히 구분하여 지방재정을 운용해야 한다. 또한 성격에 맞게 성과를 평가하고 환류 할 수 있도록 관련 제도를 정비할 필요가 있다.

Abstract

This study analyzed the effect of local governments' agricultural and rural expenditures on the agricultural sector growth from 2008 to 2022. As economic indicators to measure regional growth in agriculture, GRDP, a production indicator, and agricultural income, an income indicator, were used. To this end, panel data were constructed at a provincial level, and a model was established to estimate the economic growth elasticity of local government expenditure. To consider the endogenous problem of local government expenditure, the Blundell-Bond system GMM estimation was used. Using the estimated elasticity, changes in the fiscal multiplier by region of agricultural and rural expenditure were examined over time. As a result of the analysis, it was found that the effects of local governments' agricultural and rural expenditures on agriculture related GRDP and agricultural income were different. It was found that the per capita agricultural and rural expenditure of local governments did not significantly affect the per capita agriculture related GRDP, but it was confirmed that it had a significant positive effect on per capita agricultural income. The fiscal multiplier of agricultural and rural expenditure on agricultural income appeared to decrease over time. To increase the agricultural-related regional economic effects of local governments’ agricultural and rural expenditures, the expenditure which are a mixture of production support aspect and public transfer aspect should be operated clearly by its purposes. It is also necessary to reorganize related systems so that performance can be evaluated and received feedback according to its objectives.
