연구목적: 영유아보육기관에 CCTV설치가 의무화된 이래로 보육실 내에 CCTV운영 문제를 다각도로 접근할 필요성이 높아지고 있다. 이에 우선하여 부모들이 가지는 CCTV에 대한 사회․통념적 인식 및 그 인식의 원인을 살펴보고자 한다. 연구방법: 은유분석을 위해 제작된 CCTV에 대한 인식을 묻는 질문지 중 회수된 것 중 은유분석에 활용 가능한 119개의 은유와 그 이유진술문을 분석하였다. 연구결과: 은유분석결과, 감시․관찰 도구, 생활․발달기록, 증거와 해결, 안전과 보호, 교사․기관 처벌책, 기타 6개 유형으로 분류되었으며 이는 다시 CCTV의 역할과 기능, CCTV의 사회적 의미 유형으로 분류되었다. 논의 및 결론: CCTV가 아동학대를 포함하여 보육실 내에서 발생할 수 있는 여러 가지 문제들을 해결해 줄 수 있을 것으로 기대하고 있었으며 물리적 장치로서 가지는 CCTV의 기능과 역할에 대한 인식이 주를 이루었다. 또한 CCTV설치가 자기 자녀에 대한 과잉권한행사로 연결될 수 있다는 점이 나타났으며 모든 일을 CCTV로 해결하려는 CCTV만능론 및 CCTV로 인한 감시자와 피감시자 간의 권력관계 등이 논의될 수 있다. 이러한 논의들의 이면에 담긴 불신 문제의 해결은 상호소통을 통한 신뢰회복이 뒤따를 때 가능할 것으로 보인다.
Abstract
Purpose: The use of CCTV surveillance cameras in the classrooms of child-care centers was obligatory since 2015. In this study, we investigated the metaphorical expressions and the reason-statements among 119 parents of young children aiming to examine how they perceive CCTV in the early childhood classrooms. Method: Metaphor analysis was used to investigate how the parents of young children perceive CCTV in school. Parents were asked to fill out both metaphorical expressions and the reason statements of metaphors related to CCTV. Results: Six categories of “CCTV” were classified: 1) observation/ surveillance(30.3%), 2) the recordings of each child’s development and life in child-care center(25.2%), 3) evidence and problem-solving(17.6%), 4) safety and protection(13.4%), 5) punishment of teacher and child-care center(9.2%), and 6) etc(4.2%). Among the categories, 95.8% of the responses were related to the function and capability of CCTV. Only 4.2% of the metaphorical expressions represented the social meaning of CCTV usage in the early childhood classrooms. Conclusion: This paper has outlined the parents’ awareness of CCTV in the early childhood classrooms. Parents seemed to trust the technology of CCTV too much and misunderstood the usage of CCTV. These results revealed that parents were lack an awareness of teachers’ rights. We suggested that it is necessary to provide correct information and knowledge of CCTV usage in the child-care center for parents through education.
