이 연구는 효과적인 사회문제 해결 방법인 사회혁신이 좀 더 확산되기위해서는 기본소득과 같은 더 두터운 소득보장이 이루어져야 한다는 문제를 제기하는 데 목적을 두고 있다. 사회혁신은 최근 세계적으로 각광받는사회문제 해결 방법이나, 글로벌 금융위기 이후 예상했던 것만큼 빠르게확산되지 못하고 있다. 이 연구에서는 그 원인을 ‘사회혁신을 수행할 사람들이 등장하지 않는 것’으로 보고, 그런 확산이 일어날 경로의 하나로 자유안정성을 보장하는 사회보장제도의 도입이라고 진단한다. 기본소득제는 조건없는 현금을 모든 개인에게 지급하는 소득보장제도로서, 이론적으로 보편적 재분배를 촉진해 개인의 자유와 안정성을 높이는 제도다. 이 연구에서는 이런 제도가 도입되면 사람들의 혁신 행동이 늘어나고, 결과적으로 사회혁신이 확산될 것이라는 가설을 세우고, 한국인의 인식조사를 통해 이 가설을 검증한다. 결론적으로 기본소득제는 한국에서 개인의 긍정적 심리자본을 높이고 결과적으로 혁신 행동을 키우며, 사회혁신이 확산될 수 있는 바탕을 제공할 수있다. 그러나 이는 주관적 인식만을 근거로 한 기초적 논증이므로, 향후 필드실험 등을 통해 객관적 데이터를 더 축적하며 논증을 이어나갈 필요가 있다.
Abstract
This study investigates why social innovation did not expand after the global financial crisis in 2008. Owing to the failure of Anglo-American market capitalism and European welfare systems in addressing social problems, social innovation was recognized as being efficacious for social impact. However, it did not expand as expected when the global financial crisis occurred. This study argues that the slow expansion of social innovation is due to the lack of an adequate social policy mix that simultaneously enhances freedom and economic security. One crucial policy for freedom and economic security is basic income. As a universal and unconditional method of cash conveyance for individuals, basic income is expected to enhance the equality of an income distribution. Therefore, it is theoretically expected to enhance innovative activities and social innovation within society. This study examines this hypothesis by conducting a national survey of 1,000 Koreans. The analysis concludes that basic income will enhance positive psychological capital and innovative activities. This will assist in expanding social innovation. However, owing to the subjective nature of the national survey, further field policy research is required.
