Abstract
This study aims to analyze online civic platforms that could overcome global disasters such as COVID-19, with public-private collaboration models, particularly the government platforms. It focuses on 162 petitions of Incheon citizens regarding COVID-19, between January 2020 and June 2021, on the “Incheon eun Sotong eGadeug” online platform of the Incheon city government. The platform utilizes topic modeling, a type of data-miningmethod, that classified the petitions into eight topics; Topic-1 (emergency relief funds), Topic-2 (confirmed case of Incheon school instructor), Topic-3 (scholarship support), Topic-4 (support for local economy), Topic-5 (action for confirmed cases), Topic-6 (standard of emergency relief funds), Topic-7 (necessity of wearing a mask), and Topic-8 (prevention of epidemics in workplaces). According to the results of the two-mode network, the main issues are Topic- 1, 4 and 8, that is, emergency relief funds, support for local economy, and prevention of epidemics in workplaces, respectively. This study suggests policy implications involving the developmental and operational direction of ‘Incheon eun Sotong eGadeug’ along with the strategy related to topics of main petitions for the Incheon city government on the analysis results. This study has the limitation of biased topic classification, owing to the lack of analysis materials.
