中国中小企业信用担保制度的反思与重构

Due to ambiguous understanding of the quasi-public-product property of small and medium-sized enterprises’ credit guarantee systems, the guarantee agencies in China at present are engaged in commercial operation, which resulting in the whole industry’s imbalance between risk and benefit and inefficiency in operation. It’s necessary for China to establish and perfect the policy function and risk control system of fund with reference to international successful experience, especially that of South Korea and Taiwan, in establishing credit guarantee fund of small and medium-sized enterprises, that is, governments at all levels should contribute to the establishment of credit guarantee fund in small and medium-sized enterprises and perform their policy function in helping them.
Abstract
